2011 Annual Report on Government Information Disclosure

In accordance with the "Regulations of the People’s Republic of China on the Disclosure of Government Information", the 2011 Annual Report of the General Office of the People’s Government of Guangdong Province (hereinafter referred to as the General Office of the Provincial Government) on the Disclosure of Government Information is hereby published. This report consists of six parts: overview, active disclosure of government information, disclosure of government information upon application and acceptance of consultation, expenses related to government information disclosure, application for administrative reconsideration and filing of administrative litigation, existing problems and improvement measures. The content covers the government information disclosure work of the provincial government and the general office of the provincial government from January 1 to December 31, 2011. I. Overview
According to the "Notice on Printing and Distributing the Provisions on the Main Responsibilities and Staffing of the General Office of the People’s Government of Guangdong Province" (Yuefu Office [2009] No. 104), the General Office of the Provincial Government is responsible for the information disclosure work of the Provincial People’s Government, and guides and coordinates the information disclosure work of the provincial government. In 2011, the General Office of the Provincial Government closely focused on the core task of "accelerating transformation and upgrading and building a happy Guangdong", and thoroughly implemented the "Regulations of the People’s Republic of China on Government Information Disclosure" and the "Opinions of the General Office of the State Council of the General Office of the Central Committee of the Communist Party of China on Deepening the Openness of Government Affairs and Strengthening Government Services" (Zhongban Fa [2011] No. 22
(1) Conscientiously do a good job in the active disclosure of government information. First, strictly implement the "Measures for the Active Disclosure of Government Information of the General Office of the Provincial Government", conscientiously perform confidentiality review procedures, and disclose all kinds of non-classified government information produced and issued by the provincial government and the general office of the provincial government in a timely and accurate manner. Second, guide and urge all localities and departments to compile and timely update government information disclosure guidelines and information disclosure catalogues, and focus on promoting information disclosure in the fields of fiscal budget, public resource allocation, approval and implementation of major construction projects, and construction of social welfare undertakings. Third, promote the use of the Guangdong Provincial Government Information Disclosure Catalogue System, effectively integrate government information resources of municipal governments and provincial departments at all levels and above, and initially realize the unified management and effective application of government information resources. Fourth, issue documents requiring all localities and departments to further do a good job in the disclosure and confidentiality The fifth is to issue the "Guiding Opinions on Deepening the Disclosure of Government Budget Information" (Yuefu Office [2011] No. 15). The sixth is to publish the 2010 annual report of the government information disclosure work of the general office of the provincial government on time, and check the provincial departments, prefecture-level and above municipal governments and their departments, county-level governments and their departments, and township governments to publish annual reports, so as to promote the implementation of the annual report system throughout the province.
(2) Conscientiously do a good job in the disclosure of government information according to application. First, adhere to the principle of combining laws and regulations with reasonableness, and combining handling according to regulations with humanized operations, and deal with government information disclosure applications and related complaints and consultations in a timely manner, so as to ensure that citizens, legal persons and other organizations obtain government information according to law. Second, further improve the online management system for the disclosure of government information according to application in Guangdong Province, and guide and urge municipal governments at all levels and above, and provincial departments to use the system to accept government information disclosure applications online. Third, guide all localities and departments to further improve and refine the work process for the disclosure of government information according to application, and optimize the acceptance, review, consultation, reply and other links. The government information disclosure work meeting was held in Jiangmen and Huizhou cities successively, and discussions were held with 10 prefecture-level government information disclosure departments listed on the market to study and solve new situations and new problems in the government information disclosure work, and strive to improve the business level.
(3) Continuously improve the service level of the provincial government portal website. Issue documents to guide all localities and departments to further strengthen the management of the government website, establish and improve the long-term mechanism for the management of the government website, standardize the construction, operation, maintenance and security of the website, strengthen the evaluation and inspection work, and guide the scientific construction, management and development of the government website. Further strengthen the four core functions of the provincial government portal website "information disclosure, online service, political and civilian interaction, and public opinion guidance", do a good job in the daily update and maintenance of 9 first-level columns and 95 second-level columns, integrate the information resources of the provincial government system, and improve the quality and level of website services. Focusing on the work of the provincial party committee and the provincial government center, we focused on planning and launching the special topic of "Building a Happy Guangdong and Managing Ten Practical Things for People’s Livelihoods", which dynamically reflected the implementation of various departments in various places; publicizing the preparation and use of provincial departments, actual personnel, internal institutions and other institutions to compile information; setting up a project information disclosure platform in the field of engineering construction in the province, focusing on releasing project information, enterprise credit information, policies and regulations, and statistical analysis data to the public, which effectively cooperated with the management of outstanding problems in the field of engineering construction; launching a series of institutionalized online interview columns, arranging for the heads of 10 departments including the Provincial Department of Education, the Department of Water Resources, and the Poverty Alleviation Office to interact with netizens on hot and difficult issues related to the vital interests of the people on the website, and achieved good results. The number of views reached 588, After 2010, the provincial government portal once again won the second place in the national provincial government website performance review.
(4) Continue to run the government gazette well. Editing, publishing and distributing 36 issues of the "Guangdong Provincial People’s Government Gazette" (hereinafter referred to as the "Provincial Government Gazette") (published every 5, 15 and 25 days every month), each issue 60,000 volumes, a total of 2.16 million volumes, free of charge to all cities, counties (cities, districts), township governments and city sub-district offices, residential (village) people’s committees, city, county (city, district) party committees, people’s congresses, CPPCC, courts, procuratorates, provincial government departments, directly affiliated institutions, colleges and vocational colleges, deputies to the National People’s Congress and members of the National Committee of the Chinese People’s Political Consultative Conference, provincial people’s congress deputies and members of the Provincial Committee of the Chinese People’s Political Consultative Conference in our province, government constituent departments and directly affiliated institutions of cities, counties (cities, districts) and national comprehensive archives at all levels of the province, as well as some enterprises, industry, university and research organizations . Collect and sort out the information on the change of delivery address in a timely manner, implement electronic management, and ensure that the "Provincial Government Gazette" is sent in place accurately, on time, and in sufficient quantities. The issuance of the "Opinions on Further Running the Government Gazette" (Yuefu [2011] No. 2) requires the improvement of the provincial, municipal and county government gazette system, increase the information capacity, improve the level of editing and review, tilt the focus of gifts to grassroots units, administrative counterparts and various market entities, and implement the government gazette online project to expand the public effect.
(5) Strengthen overall planning and supervision and assessment. First, organize and hold an expanded meeting of the Provincial Government Affairs Openness Work Joint Conference to summarize and exchange experiences, study and deploy annual work goals, tasks and specific measures. Second, organize and carry out the biennial provincial government information openness work assessment to effectively promote government information openness work in various localities and departments. Third, compile and distribute 11 issues of government affairs openness work bulletins, summarize and promote innovative experiences and practices in government information openness in various localities and departments in a timely manner, and promote government information openness work in the province in a solid and orderly manner.
II. Proactive disclosure of government information
The general office of the provincial government actively discloses government information through the provincial government portal, the provincial government gazette, press conferences, newspapers, radio, and television.
(1) The provincial government portal takes the initiative to disclose government information. The provincial government portal website publishes 889 pieces of government information. Among them, there are 12 pieces of government regulation information, 218 pieces of normative document information of the provincial government and the general office of the provincial government, 17 pieces of other document information, 639 pieces of information of provincial government meetings and leading comrades’ government activities, 1 piece of government work report information, 1 piece of government information disclosure work annual report information, and 1 piece of civil servant selection and deployment information. The public can access and search the above government information in full through the "Document Inquiry" column or the "Government Information Openness Column" of the provincial government portal website.
(2) The "Provincial Government Gazette" voluntarily discloses government information. The "Provincial Government Gazette" publishes 474 pieces of government information, including 166 documents from the provincial government and the general office of the provincial government, 108 normative documents from provincial government departments, and 200 pieces of personnel appointment and removal information. The full-text electronic rate is 100%.
(3) Press conferences voluntarily disclose government information. The Provincial Government Information Office held 41 press conferences, covering cultural system reform and cultural industry development, intellectual property protection, ten practical things about people’s livelihood, transformation and upgrading, poverty alleviation "double arrival", social construction, happiness Guangdong indicator system, "Wukan Incident", the World Top 500 Exchange Conference, the 2011 Guangdong Economic International Consultation Conference, the Second World Business Conference, and the Fourth Guangdong East Overseas Chinese Expo. Leading comrades of the provincial government and municipal governments of Guangzhou, Shaoguan, Meizhou, Huizhou, Shanwei, etc., as well as heads of relevant units such as the Provincial Development and Reform Commission, the Economic and Information Commission, the Civil Affairs Department, the Finance Department, and the Environmental Protection Department attended each press conference respectively. A total of 1,173 domestic news organizations (times) and 221 overseas news organizations (times) participated in the press conference.
(4) Take the initiative to disclose government information through newspapers, newspapers, radio and television. Through the major media in the province such as Nanfang Daily, Yangcheng Evening News, Guangzhou Daily, Guangdong Radio and Guangdong TV, more than 800 government affairs coverage have been completed, and the provincial government leaders have been interviewed by the news media more than 20 times.
III. Disclosure of government information upon application and acceptance of consultation
The general office of the provincial government accepted 73 applications for government information disclosure, mainly involving land use planning, construction land approval, land acquisition and demolition compensation standards, expressway tolls, approval of foreign-invested projects, preferential policies for the disabled in our province, protection of the rights and interests of outbound settlers, and institutional preparation information. All have been answered in accordance with the law.
The general office of the provincial government has received about 600 inquiries on government information disclosure, mainly involving government information disclosure agencies, according to relevant regulations on application work, land acquisition and demolition policies, one-child incentives, institutional information, and social pension policies.
IV. Expenses related to government information disclosure
The general office of the provincial government paid 210 yuan (postage) for the disclosure of government information according to the application, all of which were included in the administrative funds and did not charge the applicant.
V. Application for administrative reconsideration and filing of administrative litigation
The situation of government information disclosure cases related to the provincial government or the general office of the provincial government handled by the Provincial Legal Affairs Office is as follows:
(1) 2 administrative reconsideration cases. After the case was filed and accepted, a reconsideration decision was made to maintain it.
(2) There are no relevant administrative litigation cases.
VI. Existing problems and improvement measures
In 2011, the government information disclosure work of the provincial general office has achieved new results, but there are also problems such as the work system needs to be improved, the depth and breadth of disclosure needs to be expanded, and the disclosure carrier needs to be improved. In 2012, the provincial general office will take the following measures to improve:
(1) Further increase the intensity of government information disclosure. Enhance the sense of responsibility and mission, improve the work system, enrich the content of active disclosure, improve the service of disclosure by application, and improve the Guangdong Provincial Government Information Disclosure Catalog System and the Guangdong Provincial Open Government Information Online Management System.
(2) Further strengthen business guidance. Strengthen business guidance, supervision and assessment of government information disclosure work in various localities and departments, promote public enterprises and institutions to open their affairs, carry out pilot work to strengthen county-level government government openness and government services by relying on e-government platforms, establish a provincial government information disclosure business statistics system, strengthen investigation and research, and summarize and promote good experience and practices.
(3) Further improve the government information disclosure carrier. Strengthen the information disclosure, online service, and government-citizen interaction functions of the provincial government portal website, and continuously improve the quality and level of website services; run the "Provincial Government Gazette" well, ensure that the provincial government’s normative documents and provincial government departments’ normative documents are released in a timely and accurate manner, optimize the gift structure, and expand coverage; give full play to the role of press conferences, national archives, and news media, and provide convenience for citizens, legal persons, and other organizations to obtain government information in accordance with the law.
