  This report is compiled in accordance with the requirements of the Regulations of People’s Republic of China (PRC) Municipality on the Openness of Government Information (hereinafter referred to as the "Regulations") and based on the annual reports of various government information disclosure agencies in Chaoyang District in 2017.

  In 2017, all government information disclosure agencies in Chaoyang District (hereinafter referred to as "disclosure agencies") thoroughly studied and implemented the spirit of the 19th National Congress of the Communist Party of China, guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, followed the spirit of the two important speeches made by the General Secretary of the Supreme Leader, earnestly fulfilled the legal obligations of the Regulations on the Openness of Government Information in People’s Republic of China (PRC), focusing on deepening voluntary disclosure, standardizing disclosure upon application, and strengthening supervision and guarantee. Work has been carried out to promote business research and other aspects, and the requirements of Opinions on Comprehensively Promoting Government Affairs Openness, Implementation Rules for Opinions on Comprehensively Promoting Government Affairs Openness and Key Points of Government Affairs Openness in 2017 have been thoroughly implemented. Focusing on "benefiting the people and facilitating the people and enhancing public trust", the Key Points of Government Affairs Openness in Chaoyang District in 2017 have been issued, and efforts have been made in information disclosure, interpretation and response, public participation and website construction.

  First, the annual key work situation

  (A) improve the government information disclosure system, improve the level of team building.

  Strengthen organizational management. All units in the region have basically formed a working mode in which the main leaders are personally responsible for or assign competent personnel to take charge of information disclosure, and regularly organize meetings to study government information disclosure, and the organization and management are more complete.

  Deepen education and training. In 2017, by organizing various units in the whole region to carry out various forms of training, all units were trained in the practice of disclosure according to application, and the application process was further sorted out to guide the work of all units, which further strengthened the awareness of disclosure of all units in the whole region and improved their work level.

  (two) the implementation of government information service requirements, broaden the open channels, strengthen the construction of service places.

  Government websites. Organize and sort out the contents of information disclosure around 15 main frameworks, including institutional functions, policy documents and planning plans. We will pay close attention to the disclosure of government information in key areas, deepen the awareness of voluntary disclosure, strengthen the guidance for voluntary disclosure of government information in all public institutions in the region, further promote the protection of people’s livelihood and public services, and promote the government’s own construction and administrative reform and innovation.

  Official Gazette. Five issues of Beijing Chaoyang District People’s Government Bulletin were published throughout the year, providing free consulting and borrowing services for the public through the comprehensive service window of district government information disclosure, district archives and various township government information publicity and consulting places.

  Guide to information disclosure. To organize the compilation of information disclosure guidelines, catalogues and annual work reports of the district government. According to the requirements of the Regulations on the Openness of Government Information and the Provisions of Beijing Municipality on the Openness of Government Information, the guide and catalogue of the information disclosure of the district government in 2017 were updated, and they were distributed to the masses free of charge in the comprehensive service window of the information disclosure of the district government, the information disclosure consulting places of the district government and the publicity consulting places of the government information disclosure in 43 townships.

  District service places. Four district-level government information disclosure service places have been set up in the whole region, including the comprehensive service window of district government information disclosure and three district government information disclosure consulting places, such as district archives, district library and district administrative service hall. The comprehensive service window is mainly responsible for the reception, acceptance and reply of applications submitted by the public to the district government and the district government office, as well as the consultation and answer work involving the disclosure of government information. The three consulting places are responsible for providing online self-service inquiry of government information at all levels and types, and all public institutions actively disclose paper access to government information, and receive the "Guide to Government Information Disclosure in Chaoyang District of Beijing" for free.

  Street and township publicity and consulting places. 43 sub-district offices and service halls of regional offices (township governments) in the whole region have set up local public information publicity and consultation places, equipped with unified self-service inquiry equipment. In addition, this year, the district government further sank the site, expanded the channels of information disclosure, and set up a community government information publicity and consultation site in the form of innovative practice in the sub-district office and the regional office, which made it more convenient for the public to inquire about government information nearby and achieved good results.

  Second, the implementation of the main points of government affairs disclosure

  (A) open government to help stabilize growth and prevent risks.

  Promote the disclosure of information on tax reduction, fee reduction and factor cost reduction. Increase the publicity of tax reduction and fee reduction policies and measures through government websites, new media, self-service terminals and other channels. A series of publicity reports, such as Implementing the Preferential Tax Policy of "Double Innovation" by Chaoyang District Local Taxation Bureau, Focusing on Co-governance and Taking Active Actions to Create a New Situation in Information Tax Management, Guiding the Tax Reduction Policy of Chaoyang Local Taxation Bureau, The effect of tax reduction by increasing the business tax is obvious, helping enterprises to accelerate their development, and reducing the burden on equity transfer by featured software, have enabled various tax reduction and exemption policies to land.

  Promote the disclosure of the allocation of public resources. Coordinate the construction of public resources trading platform system in the whole region and announce the work plan.

  Promote the disclosure of government procurement information. Government procurement information has been fully disclosed in the "Government Procurement" module of the portal website of Chaoyang District Finance Bureau, involving pre-qualification announcement of government procurement, procurement documents, memorandum of confirmation negotiation, pre-winning bid or transaction result, project contract text, winning bid or transaction result, etc.

  Promote the disclosure of financial budget and final accounts and audit information. In 2017, the budget was made public for a total of 111 units (except for secret-related units), and in 2016, the departmental final accounts were made public for 113 units (except for secret-related units); Open subjects are further refined, government and departmental budgets are open to expenditure function classification items, and basic expenditures of general public budgets are open to economic classification items; The disclosure matters are more specific and detailed, and the "three public funds" are included in the public scope of the budget and final accounts, and the reasons for the increase or decrease are explained. The final accounts are disclosed in the description of the three public funds, detailing the number and number of delegations going abroad (in the country), the number and quantity of official vehicles purchased, and the batch and number of domestic official receptions, and the publicity efforts are obviously enhanced. Continue to do a good job in the disclosure of departmental budget implementation and other financial revenue and expenditure audit results, and promote the disclosure of special funds audit. The audit results of the budget implementation of 15 departments in 2016 and the final accounts of 2 government investment projects were published on the portal of Chaoyang District Audit Bureau.

  (2) Promoting reform and strengthening management by making government affairs public.

  Promote the disclosure of various lists of decentralization and decentralization. Do a good job in the implementation of the cancellation and decentralization of administrative examination and approval items in the State Council and Beijing, cooperate with the unified power list at the city and district levels in accordance with the requirements of the municipal government’s trial and reform office, and publish it centrally through the government website. Actively and publicly authorize the district government to set the government price (or guide the price) of the enterprise-related business service charge catalogue.

  Promote the openness of government affairs services. Relying on the "dynamic management system of event catalogue", the information of more than 800 public service events involving 43 district-level departments and nearly 5,000 public service events involving 43 streets and townships in the whole region was sorted out. Formulate a project verification research plan, conduct "one-on-one" verification on public service matters in townships, form a confirmation letter on public service matters of all units, and publicize the list of public service matters and service guidelines in the district government portal website to realize one-time notification of service.

  Promote the disclosure of enterprise credit information. Promote the sharing of credit information. Add the module of "Enterprise Credit" in official website, Chaoyang Branch of Industry and Commerce, and link it to "Beijing Enterprise Credit Information Network" to expand the public channels of administrative licensing and administrative punishment information.

  Promote the information disclosure of social organizations. Strictly implement the management measures for the evaluation of social organizations and standardize the evaluation of social organizations. Publicize the social organization evaluation announcement on the portal of the District Civil Affairs Bureau, set up the district social organization evaluation committee and review committee, set up an evaluation expert group, receive and review the qualifications for participating in the social organization evaluation, organize field visits by the evaluation expert group and put forward preliminary evaluation opinions, the evaluation committee reviews the preliminary evaluation opinions and determines the evaluation registration, publicizes the evaluation results, the review committee accepts the review application and report, and the civil affairs department determines the evaluation level of social organizations. The Announcement on Confirming the Evaluation Grades of Social Organizations in Chaoyang District was published in the WeChat WeChat official account of Chaoyang Community, including 1 5A-level social organization, 23 4A-level social organizations and 11 3A-level social organizations.

  Increase the information disclosure of safety production supervision and supervision.   Promote the comprehensive supervision of the tourism market and the disclosure of joint law enforcement inspections. Timely release and update the supervision and inspection of scenic spots, hotels and restaurants, as well as the illegal "one-day tour" governance and administrative punishment on Beijing Chaoyang Tourism Information Network, and regularly disclose the complaints about the service quality of the tourism industry.

  (3) Adjusting the structure and transfer mode by making government affairs public.

  Promote the disclosure of market access standards and service enterprise information, publicize the Catalogue of Prohibitions and Restrictions on New Industries in Beijing in official website, Chaoyang Branch of Industry and Commerce, and do a good job in publicizing the implementation of the Catalogue of Prohibitions and Restrictions on New Industries in this Municipality. At the same time, the catalogue of pre-approval items for industrial and commercial registration, the catalogue of pre-approval items for enterprise change registration and cancellation registration, and the announcement on the reform of the registration system of "five certificates in one, one photo and one yard" in this city were publicized.

  (4) Promoting people’s livelihood and services by making government affairs public.

  Promote the disclosure of educational information. Publicize the policy information such as the catalogue and guide of public services, the consultation telephone number of compulsory education enrollment, the information and policies of compulsory education enrollment, the compulsory education curriculum plan of non-Beijing enrollment policy, the policies and measures of balanced development of compulsory education, the information and policies of pre-school enrollment, etc. on the portal website of Chaoyang District Education Committee, and timely release the work trends such as the notification of students’ physical health status, the results of selecting textbooks for primary and secondary schools, and the completion of the function of resolving education services.

  Promote information disclosure in the field of food and drug safety. Increase the publicity of food, drugs, medical devices and cosmetics supervision information, promptly disclose the investigation and punishment of illegal acts, and regularly disclose sampling information.

  Promote the openness of government affairs in the field of social assistance. The applicant’s name, family population, and the amount to be guaranteed for the family to be approved shall be disclosed in real time in the electronic screen of the government affairs hall of the street (region) where the household registration is located and in the fixed public column of the neighborhood (village) Committee for 7 days. In the portal of Chaoyang District Civil Affairs Bureau, the name of the holder of the minimum living allowance family, the guaranteed population, the monthly amount of family security, the name of the district and street (region) and other real-time regular disclosure; The number of people enjoying subsistence allowances and capital expenditures in this area are regularly disclosed on a monthly basis; The number of poor people in this area and the expenditure of funds are regularly disclosed on a monthly basis; The number of people who enjoy medical assistance and the expenditure of funds for social assistance in this area are disclosed on a quarterly basis; In this area, the number of freshmen who enjoy higher education enrollment assistance and the expenditure of funds are disclosed according to the academic year routine; The number of temporary assistance and capital expenditure in this area shall be disclosed on a quarterly basis; Relevant social assistance policies and service guides at the national, municipal and district levels have been routinely made public within the required time limit. We will increase the public interpretation of the old-age service policy, issue the Notice of Beijing Chaoyang District Working Committee on Ageing on Promoting the Implementation Plan of Home-based Care for the Aged in Chaoyang District, and simultaneously issue the policy interpretation document Notice on Implementing Home-based Care for the Aged.

  Promote the openness of public enterprises and institutions. Public enterprises and institutions in the fields of education, health care, environmental protection, transportation, etc. compile public service items and service guides, and make them public through websites, new media platforms and other channels.

  Promote the disclosure of public cultural service information. Publicize the follow-up construction information of the national public cultural service system demonstration zone, and release the information of public welfare activities in a timely manner. 394 events were released through the network platform. Regularly release information on Huimin performances such as "Capital Citizen Concert Hall", "National Star Show" and "Chinese Stunt Show".

  (E) Open government affairs to help sparse functions and promote coordination.

  Do a good job in interpreting the release of policies related to industrial development, and promote the information disclosure of the progress of the general manufacturing industry.

  (six) to help the environment and promote the promotion of government affairs.

  Promote the disclosure of environmental protection information. Timely disclosure of information such as environmental policies and measures, progress of environmental governance work, and active response to hot issues of concern to the public. By the end of November, a total of 100 letters and visits were made public; Publish the annual list of key pollutant discharge units in this district on time to guide key pollutant discharge units, especially state-controlled and municipal-controlled enterprises in this district, to voluntarily disclose environmental information to the public through the environmental information disclosure platform of enterprises and institutions in Beijing.

  (seven) to open government affairs to help connect people’s hearts and promote public trust.

  Strengthen public participation and interaction between the government and the people. By deepening the openness of government affairs, enhancing the transparency of government work, meeting the needs of the public to know, promoting and ensuring the public’s active and effective participation in government policy formulation, public management, implementation and supervision, and improving the level of administrative management. Give full play to the supervisory role of deputies to the National People’s Congress, CPPCC members, democratic parties, people’s organizations, the public and the news media, and do a good job in evaluating and supervising the implementation of policies and measures by using third-party evaluation methods. Broaden the channels for public participation in policy formulation, implementation and supervision through the use of new media and other means.

  Carry out a series of actions of "promoting implementation through publicity". To assist government supervision by making government affairs public, regularly publicize the progress of key tasks and visually publicize the implementation of major projects, promote the implementation of key tasks throughout the year, and continuously enhance the government’s execution and credibility.

  (8) Deepen the "five openness" and improve the mechanism construction.

  Continue to deepen the management of government affairs disclosure list. Promote the dynamic update of the two-level list of government affairs disclosure in key areas of Chaoyang District, and realize that the information involved in the list should be "open and open".

  Promote the standardization of grassroots government affairs. Focus on urban and rural planning, major construction projects, financial budget and final accounts, tax management, environmental protection, food and drug supervision, safety production, public cultural services, public legal services and other nine major areas, carry out the "five openness" standardization pilot work, and gradually form the standards and norms for grassroots government affairs disclosure.

  Promote the openness of major administrative decisions. Further clarify the standards and requirements for open decision-making, and safeguard the people’s right to know, participate and supervise. Implement the pre-disclosure system for major administrative decisions. For major administrative decision-making matters such as important reform plans, important policies and measures, and major construction projects that involve the vital interests of the masses and need to be widely known by the society, relevant departments should disclose the draft decision and decision-making basis to the public before making decisions, and announce the collection and adoption of public opinions in an appropriate way. Invite stakeholders, public representatives, experts and the media to attend relevant government meetings as nonvoting delegates to enhance the transparency of decision-making. For video and telephone conferences involving public interests and widely known by the society, except those involving state secrets, local media or new media actively cooperate with the coverage, or assist in inviting municipal traditional and online media to participate in the coverage according to the overall arrangement.

  (9) Strengthen interpretation and response, and optimize platform construction.

  Strengthen policy interpretation. According to the principle of "who drafts, who interprets", do a good job in policy interpretation. Adhere to the synchronous organization, simultaneous examination and approval, and synchronous deployment of policy documents and interpretation plans, and interpretation materials. In "Beijing? Through the "Illustrated Government Work" column, Chaoyang portal interprets the documents issued by the district government, and publishes 13 articles on the interpretation of policy documents related to people’s livelihood issues, such as the Implementation Plan for Urban Management System Reform in Chaoyang District and the Breakdown of Key Tasks of Water Pollution Prevention Work Plan in Chaoyang District in 2017. The column "Through Micro-interpretation" published 54 articles on the hot work of people’s livelihood such as education, old-age care and housing.

  Strengthen the response to public opinion in government affairs. Establish and improve the mechanism for collecting, judging, handling and responding to government public opinions, and actively respond to all kinds of hot and difficult issues that the masses care about and pay attention to, and solve doubts and doubts. Actively play the role of "Beijing Chaoyang" government portal, "Beijing Chaoyang" government Weibo, "Beijing Chaoyang" government WeChat and "Beijing Chaoyang" APP, respond positively to the concerns of the masses, focus on tracking, actively guiding and actively speaking out, and eliminate public misunderstandings and doubts to the maximum extent.

  Focus on standardizing the open work according to the application. Open the channels for accepting applications in public, and ensure the reasonable information needs of the public according to law. Further standardize the public reply according to the application, strictly follow the statutory time limit, strictly regulate the reply, and clearly indicate the relief channels. The government information that is more concentrated in public applications is turned into active disclosure.

  Efforts will be made to promote the open assessment, evaluation and accountability of government affairs. Incorporate information disclosure, policy interpretation, response to concerns, public participation and other government affairs disclosure work into the performance appraisal system, establish and improve a scientific, reasonable and effective quantitative evaluation index system, and constantly adjust and optimize the methods of government affairs disclosure according to the evaluation results. Regularly supervise the development of government affairs disclosure, and strengthen the accountability of government affairs disclosure.

  Third, information disclosure data

  (a) take the initiative to disclose the situation

  In 2017, the number of government information voluntarily disclosed was 58,524, including 33,874 normative documents, accounting for 57.9% of the total number of government information voluntarily disclosed in the region. 6289 items of government information were made public in key areas. Among them, 563 pieces of information on financial budget and final accounts, "three public funds" and administrative funds were voluntarily disclosed; Take the initiative to disclose the construction plan of affordable housing projects, the start and completion of projects, the distribution and withdrawal of affordable housing and other information 65; Take the initiative to disclose food safety standards, food production and business license, special inspection and rectification and other information 408; Take the initiative to disclose 154 pieces of information such as environmental verification and approval, environmental status bulletin and major environmental emergencies; 546 pieces of information such as government measures, disposal progress, risk early warning and preventive measures of production safety accidents were voluntarily disclosed; Take the initiative to disclose 2 pieces of information such as the approval of agricultural land conversion to construction land, the approval of collective land expropriation, the announcement of land expropriation, the announcement of land expropriation compensation and resettlement, and the settlement of collective land expropriation; 11 pieces of information, such as the items, prices, basis, implementation time and scope of government-guided prices, government pricing and fee standard adjustment, were voluntarily disclosed; Take the initiative to disclose the warning information and good information in the enterprise credit information system of this Municipality, including 13 articles; 65 pieces of information, such as the audit results of government departments’ budget implementation, were voluntarily disclosed; 1,513 pieces of information on the supervision and management of public enterprises and institutions closely related to the interests of the people by administrative organs were voluntarily disclosed; The number of other information and other information voluntarily disclosed by the Municipal People’s Government was 2,554;Other information 395.

  A total of 2,555 applications were accepted by public institutions in the region. Among them, 784 applications were made in person, accounting for 30.69% of the total; One application was made by fax, accounting for 0.04% of the total; 1389 applications were made by letter, accounting for 54.36% of the total; 381 applications were made through the Internet, accounting for 14.91% of the total.

  2。 Reply situation

  Of the 2,555 applications accepted by the whole region in 2017, 2,258 that had reached the reply period were all answered on schedule, and the rest that had not yet reached the reply period were answered in 2018 according to the time limit stipulated in the Regulations:

  885 "application information does not exist", accounting for 39.2% of the total.

  752 cases "agreed to open", accounting for 33.3% of the total.

  254 "not disclosed by the administrative organ", accounting for 11.3% of the total.

  149 "belong to the scope of active disclosure", accounting for 6.6% of the total.

  143 "do not agree to the public", accounting for 6.3% of the total.

  59 "agreed to be partially made public", accounting for 2.6% of the total.

  There are 13 "supplements for informing changes", accounting for 0.6% of the total.

  There were 3 cases of "informing to handle through other channels", accounting for 0.1% of the total.

  (three) the reconsideration and litigation situation

  1. Administrative reconsideration

  97 applications for administrative reconsideration of government information disclosure in the whole region. Among them, 42 cases maintained the specific administrative act of the administrative organ, 25 cases were revoked, 3 cases were confirmed to be illegal, 2 cases were ordered to perform legal duties within a time limit, 1 case was rejected by the applicant for administrative reconsideration, 2 cases were not accepted, 19 cases were voluntarily withdrawn by the applicant, the reconsideration was terminated, and 3 cases were other circumstances.

  2. Administrative litigation

  91 administrative litigation cases against the information disclosure of the local government. Among them, 55 cases were rejected by judgment, 8 cases were revoked, 3 cases were judged by administrative organs to perform their statutory duties, 4 cases were ruled to reject prosecution, 2 cases were ruled to withdraw prosecution, and 19 cases were other circumstances.

  Step 3 report

  The government information disclosure agencies in the whole region received 17 reports related to government information disclosure.

  (four) institutional construction and security training

  There are 104 specialized institutions for information disclosure in this district government, and 107 access points for government information disclosure are set up: there are 224 staff engaged in government information disclosure, including 52 full-time staff and 183 part-time staff. The special fund for government information disclosure is 94,230 yuan. In the whole year, the region held 323 meetings or special conferences on government information disclosure, held 132 training courses of various types, and trained 5822 people.

  Fourth, the existing shortcomings and key work in 2018

  (A) the existing deficiencies

  In 2017, the government information and government affairs disclosure in Chaoyang District has achieved certain results, but there are still some shortcomings, which are mainly reflected in the following aspects: there is still a gap between the government information that is voluntarily disclosed and the areas that the people pay attention to, and efforts need to be intensified, especially in public services such as medical care and education, to further expand the depth and breadth of the disclosure content and improve the service effect; The service level of open work according to the application still needs to be improved. It is necessary to further increase business training and work exchange, pay attention to the systematization and continuity of training, and do a good job in refined and diversified training methods to further improve service quality through training.

  (II) Key tasks in 2018

  In 2018, Chaoyang District will further serve the construction of a government ruled by law and improve the transparency of government work. On the one hand, we should intensify the openness of government affairs and make new breakthroughs in policy interpretation, responding to concerns and public participation; On the other hand, we will continue to strengthen the working concept of applying for public documents, standardize the workflow, strengthen case analysis and summary, ensure the satisfaction of the masses, and effectively improve the handling level and service quality of all public institutions in the region.
