It was agreed that the distribution of graduation bags would only sell fruit? Anhui Provincial Education Department intervened in the investigation.

Under the matchmaking of Anhui Bengbu Vocational College of Economics and Technology, students from the Tourism Department signed an employment agreement with Beijing Qicheng Boyun Technology Development Co., Ltd. (hereinafter referred to as Qicheng Company) at the time of enrollment, which will be responsible for students’ "specialized course teaching", as well as internship and employment issues.

Three years later, the students who signed the agreement in 2016 found that the internship arranged by the departure company was unsatisfactory, and the promised work was far away. In the process, they were also charged various deposits by the internship unit.

Relevant staff of Bengbu Vocational College of Economics and Technology responded to The Paper on July 8, saying that Zhou Chuanjun, assistant to the president, was actively contacting students, collecting contracts and payment bills, and preparing to sue the departure company.

The staff of Qicheng Company responded to The Paper on the same day, saying that the company "arranged internship positions for students according to the contract", which was "recognized" by the school and students, and denied that there was any breach of the contract.

The staff of Private Education Department of Anhui Education Department told The Paper that a special person had been sent to the school to understand the situation and urged the school to deal with it. The school may have the behavior that the management of students’ internship matters is not in place and they are suspected of illegal charges. Next, the Anhui Provincial Department of Education will require schools to negotiate with third-party companies on the situation of students as soon as possible in accordance with the law and regulations to safeguard the legitimate rights and interests of students.

The agreement signed between the student and the departure company is provided by the interviewee.

Sign an employment agreement after entering school, and pay 16,000 yuan more for three years.

Feiyu (a pseudonym), a 2016 student of the Tourism Department of Bengbu Economic and Technical Vocational College, is one of the students who reflect the situation. He told The Paper that more than 60 people signed the agreement with him, forming a "high-speed train crew class".

The Employment Agreement for High-speed Train Crew Class provided by the students to The Paper shows that the agreement involves three parties, with Party A as the departure company, Party B as the student and Party C as the parent.

The above employment agreement shows that in order to ensure students’ smooth employment, adapt to market requirements, cultivate social practical talents with high quality, and combine study with employment, Party A, Party B and Party C now sign an employment contract on Party B’s employment after three years of study.

According to the agreement, the "internship employment direction" provided by Qicheng Company for contracted students includes Beijing, Harbin, Wuhan, Shandong, Shanghai and other places; "jobs" include high-speed rail flight attendants, high-speed train dining car waiters and VIP receptionists at Beijing South Railway Station; The "skills enhancement and employment placement fee" is 16,000 yuan, including 5,000 yuan in the first and second school years and 6,000 yuan in the last year, which is paid together with the school tuition, and the accommodation fee is free during the internship.

According to the agreement, Qicheng Company is responsible for the teaching of specialized courses in the first and second academic years, the internship and training in the third academic year, and the teaching and management during the period; Career guidance and employment arrangements for contracted students before employment. After signing the agreement, the company promised to ensure that students "have a post" in the above-mentioned jobs. "As for which specific post, students will compete to get it, but students are not allowed to designate their own posts or railway bureaus".

In addition, the company promised in the agreement that it would provide students with round-trip train fees and free accommodation during their internship before graduation. The validity period of this agreement is from September 1, 2016 to June 30, 2019, and it is stipulated that "if Party A cannot arrange Party B to the work area and post specified in the agreement, all expenses will be refunded" before the agreement expires.

Feiyu said that the payment for three years was 16,000 yuan. The first time, it was collected by the departing person, and later it was directly handed over to the financial department of the school. However, the invoices and receipts given by the financial department were stamped with the chapter of the departing company. In addition to 16,000 yuan, students have to pay 7,000 yuan to the school every year.

Internship and work assignment have not been fulfilled.

Within a few years after signing the contract, students gradually realized that "the problem is wrong." Many students told The Paper that the so-called "specialized course teaching" in the agreement is only a four-day "etiquette class" each academic year, with the contents of etiquette, figure and makeup, and the contents of the first and second academic years are the same. "Students generally think that the cost of these courses for two years and ten thousand yuan is very unequal. However, the school did not give an explanation. They said that this was an arrangement for departure and asked to leave. " Feiyu recalled.

By the third year, students went to the internship unit arranged by the departure company and found that the internship content and major were "different".

Feiyu told The Paper that in May this year, he and some of his classmates were taken to a trading company in Shenyang, which engaged in various sales and catering cleaning services. On the first day of arrival, they were asked to charge a deposit of 5,000 yuan, but the other party did not give a reasonable explanation. Many students refused to pay, so they were driven away by the internship unit and went back to school to wait for the second arrangement, but the follow-up internship still needed to pay fees. Free transportation and accommodation promised in the agreement have not been fulfilled.

Domi (pseudonym) and 25 other students were arranged to practice in a catering company in Qingdao, whose main job was "selling fruit on the train".

Domi told The Paper that before the internship, Departure Company said that only some students were "flight attendants" and the rest were "waiters", but upon arrival, they were told that all students were "waiters". On the second day of arrival, the departure company asked the students to pay 5,500 yuan to the internship unit, "for testing the flight attendant qualification certificate and clothing deposit", but the students received a receipt of 4,000 yuan.

The total recall obtained by The Paper showed that some students communicated with the relevant person in charge of the company and asked about the whereabouts of "1,500 yuan beyond the receipt". In the recording, the relevant person in charge said that 4,000 yuan was the deposit for the internship unit and the remaining 1,500 yuan was "black money", and said that the school also knew about it. As for the specific destination of the money, the person in charge is unwilling to talk about it.

Domi said that the students chose to quit after working in the above catering company for more than a month, and the deposit has not been returned so far.

Another student said that in November 2018, he went to Guangzhou for an internship, and the position promised by the departure company was "bar clerk". He received 11 days of training at Guangzhou South Railway Station, but was told that he could only work as a ground support clerk because he was not tall enough. Later, he was assigned to a local outsourcing company, "dragging boxes and moving things every day and leaving after three days".

Many students told The Paper that the "assignment after graduation" promised in the agreement had not been fulfilled because they were dissatisfied with the internship and had disputes with the departure company.

Xiao Yan (pseudonym), a student of the 2015 High-speed Train Attendant Class, told The Paper that the company had promised to "work in the railway bureau" after graduation, but the job it was assigned was not the railway bureau, and the job was not right, but an "outsourcing company" in Wuhan, which was "responsible for selling fruits on trains".

"The internship content does not match the contract, and the students are not satisfied with the assigned employment units. These situations have always existed, but the school has not solved them for us." Xiaoyan said that according to her understanding, one year after graduation, most of the 2015 contracted students left the work assigned by the departure company and found another job.

School: prepare to sue the cooperative unit.

Hu Yong, director of the Tourism Department of Bengbu Vocational College of Economics and Technology, told The Paper that the school has started to deal with this matter. "On behalf of the school, as a person, we are actively carrying out the next step for students. We are actively appeasing students and have made some promises for them. " Hu Yong said that the school will safeguard the legitimate rights and interests of students and the rights and interests of the school.

An informed teacher of the school told The Paper that the cooperation between the school and Qicheng Company began in 2015, and Hu Yong was mainly responsible for the enterprise qualification verification of school-enterprise cooperation, student internship and employment. "Last year (class of 2015) students reported these things to the school. At that time, the school was also actively contacting the departure. Later, the students had to go out for an internship, and this contact may be broken. However, the school said that Director Hu Yong has been cooperating with this matter. "

According to the above-mentioned teacher, Zhou Chuanjun, assistant dean of the school, is actively contacting students, collecting contracts and payment bills, and preparing to sue the departure company. Regarding the fact that some students questioned the school and started to "cooperate with students to divide money", the teacher said that "the school finance department has not received any money".

In an interview with the media, Zhou Chuanjun also said that in addition to the prescribed tuition, accommodation and book fees, the school has not charged any fees for students, nor will it violate the relevant documents. "In addition to the previous 16,000 yuan, there are also a number of amounts mentioned in the agreement, such as round-trip fares, accommodation fees, and additional deposits paid by students, which are our litigation requests."

Departure company: there is no violation of law and discipline.

In an interview with The Paper on July 8th, a manager surnamed Qi Cheng Company explained that the company "arranged internship positions for students according to the contract" and was "recognized" by the school and students, denying that the relevant arrangements "did not meet the requirements of the school or the contract". "Before students leave school for internship, they will go to the school for pre-job training and briefing, and then the school will issue a certificate of leaving school, and (we) will arrange internships."

Why is the internship to "sell fruit" to an outsourcing company? Manager Ren said that the sales work on the high-speed rail is a "rotation system". Whether it is selling souvenirs, meals or selling fruits and drinks, it is the specific work of waiters, but it belongs to different scopes and positions.

Manager Ren explained that some students went to internship units that were not directly signed by the high-speed rail system, but belonged to labor service companies or outsourcing companies, but this did not mean that they did not fulfill their commitments in the contract. "This is the case with many high-speed rail workers and high-speed railway station, and they are all reasonable and legal."

As for the "no refund of the deposit", Manager Ren said that this was because the students failed to complete the internship, quit in the middle of the internship, and did not return the uniforms, bags and other items issued by the internship unit according to the procedures.

"Before reaching a cooperation with the school, we passed the school inspection, and both sides had communication on matters such as contract signing, course details and charging standards. Every time enrollment, departure, school, students and parents will hold a meeting to explain the situation, and then an agreement will be signed. " Manager Ren stressed, "We are not buying and selling hard."

Manager Ren refused to answer whether the company had separate accounts with the school. "Because this involves something in the contract, there is no way to give a specific answer. After all, our cooperation with the school has not reached the point of legal proceedings, but if we take legal proceedings or the education department to verify it in the future, we have contracts with students, contracts with the school, and relevant evidence to see how the relevant functional departments can evaluate this matter. " Manager Ren said that the company did not violate any laws and disciplines, and its reputation suffered losses, and it will reserve the right to pursue the responsibilities of relevant parties.

Anhui Provincial Department of Education: The school or management is not in place and it is suspected of illegal charges.

The Paper noted that Article 15 and Article 6 of the Regulations on the Management of Students’ Internship in Vocational Schools promulgated by the Ministry of Education stipulated that vocational schools and internship units should protect the basic rights of interns according to law, and may not arrange and manage students’ internships through intermediaries or paid agencies.

Article 2 of the Notice on Further Strengthening the Management of Students’ Internship in Vocational Schools issued by the Department of Vocational Education and Adult Education of the Ministry of Education on March 5, 2019 stipulates that schools are strictly forbidden to transfer benefits between students’ internships and internship units and labor agencies, and collect labor fees and agency fees.

After this incident was reported by bloggers in Weibo, it caused heated public opinion. At present, the Anhui Provincial Department of Education has been involved in the investigation.

A staff member of the Private Education Department of Anhui Provincial Education Department told The Paper on July 8 that after the public opinion was found on the Internet at the beginning of the month, the Provincial Education Department attached great importance to it, and immediately asked the school to negotiate and deal with it according to the law, and then sent someone to the school to understand the situation and urge the school to deal with it.

According to the investigation of Anhui Provincial Department of Education, the school is still negotiating with third-party companies. During the investigation, the Education Department also found that there may be some behaviors in the management of students’ internship matters, such as inadequate management and suspected illegal charges. Next, the Anhui Provincial Department of Education will require schools to deal with third-party companies as soon as possible in accordance with the law and regulations to safeguard the legitimate rights and interests of students.

Inventory: the implementation of the "key tasks" of the Central Economic Work Conference last year

Economic Daily-Editor of China Economic Net:Since the beginning of this year, in the face of the complicated international situation and the downward pressure on the domestic economy, under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, all localities and departments have conscientiously implemented the decision-making arrangements of the CPC Central Committee and the State Council, worked hard to overcome difficulties, and made efforts to do a good job in the "six stabilities". The overall economic operation is stable, the economic structure is continuously optimized, and people’s livelihood and welfare are continuously improved. For seven consecutive days, Economic Daily published a series of reviews on "Focus on Progress", focusing on seven key tasks put forward by last year’s Central Economic Work Conference, such as promoting coordinated regional development and accelerating economic system reform, comprehensively reviewing various reforms promoted in the past year, and showing the highlights and achievements of economic development.

The new pattern of regional coordinated development has accelerated the formation of major strategies, and the leading force has become stronger.

On October 24, 2018, the world’s longest sea-crossing bridge — — Hong Kong-Zhuhai-Macao Bridge officially opened to traffic.

The new pattern of regional coordinated development has been greatly improved.

On December 1st, the Outline of Regional Integration Development Plan of the Yangtze River Delta was officially released. This region, which accounts for nearly a quarter of the country’s total economic output, will focus on exploring the institutional system and path model of regional integration development, provide a demonstration for the national regional integration development, and lead China to participate in global cooperation and competition.

The CPC Central Committee with the Supreme Leader as the core attaches great importance to regional coordinated development. Since the beginning of this year, major regional development strategies have been solidly promoted, new regional economic growth has been extremely rapid, regional sectors have been integrated and interacted, regional development coordination has been continuously enhanced, and a new mechanism for coordinated regional development with strong overall planning, orderly competition, green coordination and win-win sharing has been accelerated.

  Major strategic leadership is stronger.

On September 25th, Daxing International Airport, located at the southernmost tip of Beijing’s central axis, was officially opened to traffic. Seen from the sky, the whole airport is like a giant phoenix spreading its wings. According to the plan, Daxing International Airport can meet the demand of annual passenger throughput of 100 million passengers in the long term and become a new engine to drive the development of Beijing-Tianjin-Hebei region.

The Central Economic Work Conference held at the end of 2018 pointed out that there are many new features in the development of Beijing-Tianjin-Hebei, Guangdong-Hong Kong-Macao Greater Bay Area, Yangtze River Delta and other regions, and these regions should be promoted to become important power sources leading high-quality development.

Fan Hengshan, former deputy secretary-general of the National Development and Reform Commission, said that the regional economy has reached a critical period. The status of regional strategies and policies is rising day by day, and they are playing a more and more important role, especially the strategies and policies directly made by the central level are one after another, and the strength is rare.

  — — In January, General Secretary of the Supreme Leader hosted a symposium on the coordinated development of Beijing, Tianjin and Hebei in Beijing. In the same month, the Central Committee of the Communist Party of China and the State Council officially released the Guiding Opinions on Supporting Comprehensive Deepening Reform and Opening-up in xiong’an new area, Hebei Province;

  — — In February, the full text of the Outline of Guangdong-Hong Kong-Macao Greater Bay Area Development Plan was made public, and the construction of Guangdong-Hong Kong-Macao Greater Bay Area entered the stage of paying equal attention to policy formulation and coordination and implementation;

  — — In March, the seventh meeting of the Central Committee for Comprehensively Deepening Reform deliberated and adopted the Guiding Opinions on Promoting the Development of the Western Region in the New Era and Forming a New Pattern;

  — — In May, General Secretary of the Supreme Leader stressed at the symposium on promoting the rise of the central region that the comprehensive strength and competitiveness of the central region should be continuously enhanced, and efforts should be made to create a new situation for the rise of the central region.

  — — In August, the "Master Plan for the New Land and Sea Passage in the West" was issued, which is an important measure to deepen the two-way opening of land and sea and promote the development of the western region to form a new pattern;

  — — In September, when General Secretary of the Supreme Leader hosted a symposium on ecological protection and high-quality development of the Yellow River Basin in Henan Province, he pointed out that ecological protection and high-quality development of the Yellow River Basin, like the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, the construction of Guangdong-Hong Kong-Macao Greater Bay Area and the integrated development of the Yangtze River Delta, are major national strategies;

  — — In December, the Outline of Regional Integration Development Plan of the Yangtze River Delta was released. In the future, the Yangtze River Delta will become a strong and active growth pole for national development, a national model area for high-quality development, a leading area for basically realizing modernization, a demonstration area for regional integrated development and a new highland for reform and opening up in the new era.

Ma Qingbin, a researcher at China International Economic Exchange Center, believes that over the past year, China has put more emphasis on the leading role of major strategies such as the coordinated development of Beijing-Tianjin-Hebei, the integration of Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta, and the supporting role of the four major sectors; Emphasize the modernization of regional governance capacity and governance system, and promote the process of regional coordinated development with institutional construction such as rules and regulations; More emphasis should be placed on giving play to the decisive role of the market and the guiding role of the government, promoting the construction of market integration and breaking down the barriers of inter-regional factor flow; More emphasis is placed on soft factors such as reform, opening up and innovation in the process of regional coordination, and new impetus for endogenous growth of regional plates is stimulated.

The coordination of regional development continued to improve.

Over the past year, China has continued to promote the development of the western region, the overall revitalization of the northeast, the rise of the central region, the development of the eastern region, the bright spots of regional coordinated development, and the formation of a benign interactive situation in the regional economy.

In the east, innovation drives the first development.

In the face of the new era and new requirements, the eastern provinces and cities have taken active actions, taken the lead in exploring and taking the road of high-quality development, and provided valuable experience for other regions. Take the Yangtze River Delta as an example. From 2013 to 2018, the GDP of the Yangtze River Delta region grew at an average annual rate of 7.7%, 0.8 percentage points higher than that of the whole country. In 2018, R&D investment accounted for 2.82% of GDP, and the R&D investment intensity of three provinces and one city exceeded 2%. Since the beginning of this year, the investment in R&D in high-tech fields such as artificial intelligence, advanced computing and intelligent manufacturing in the eastern region has increased significantly, and new kinetic energy has accelerated.

In the west, seize the opportunity and continue to exert strength.

Western Development, "Belt and Road", Yangtze River Economic Belt, and a new land and sea passage in the west … … Today’s western region is changing from "the edge of the border" to the frontier of opening up, making solid progress in tackling poverty, improving infrastructure, and constantly showing its advantages of backwardness.

In the first three quarters of this year, the economic growth performance of western regions such as Yunnan, Tibet and Guizhou was still eye-catching.

The central region, taking advantage of the situation, rose rapidly.

In 2018, the economic growth rate of the central region ranked first in the "four major sectors". In the first three quarters of this year, the GDP growth rates of the six central provinces all outperformed the national level, among which Jiangxi achieved 8.6% growth, and the GDP growth rates of Hunan, Hubei and Anhui all reached 7.8%. From the perspective of economic aggregate, Henan, Hubei and Hunan occupy three seats in the top ten in China.

Northeast China, the pace of comprehensive revitalization has accelerated.

The data shows that from 2016 to 2018, the economic growth rate in Northeast China was 2.5%, 5.1% and 5.1% respectively, and the gap with the national average growth rate showed a gradual narrowing trend. In the first three quarters of this year, Liaoning’s economic growth rate reached 5.7%, which has remained above 5% for seven consecutive quarters. The added value of high-tech manufacturing in Liaoning and Heilongjiang provinces increased by 25.0% and 12.3% respectively over the same period of last year, much higher than the industrial growth rate.

In Ma Qingbin’s view, the central, southwest and southeast areas have become the new golden triangle for China’s economic growth. At present, the internal factors of the development gap between the north and the south are more about the depth of reform and innovation ability, especially in the northeast area, which needs to strengthen the development momentum through its own reforms such as optimizing the business environment.

On August 26th, General Secretary of the Supreme Leader stressed at the fifth meeting of the Central Financial and Economic Committee that we should take the road of rational division of labor and optimized development according to the conditions of each region, implement the strategy of main functional areas, improve the spatial governance, and form a regional economic layout with complementary advantages and high-quality development.

"In 2020, China will move towards a new journey of basically realizing modernization on the basis of realizing a well-off society in an all-round way. In order to meet the requirements of this development goal, the national spatial structure will continue to be adjusted and optimized. " Feng Kui, a researcher at the Center for Urban and Small Town Reform and Development of the National Development and Reform Commission, believes that the direction of optimization and adjustment should be to implement the strategy of optimizing the main functional areas, improve spatial governance, form a regional economic layout with complementary advantages and high-quality development, and promote the rational division of labor and optimal development of various regions. In terms of regional spatial development, it is necessary to form different policies with finer spatial units and determined according to different main functional areas.

Speed up the construction of high-quality development power system

At present, the spatial structure of China’s economic development is undergoing profound changes, and central cities and urban agglomerations have become the main spatial forms bearing the development factors. Politburo meeting of the Chinese Communist Party, held on July 30th, called for deepening the reform of system and mechanism, increasing the vitality and motivation of economic development, speeding up the implementation of major strategies and enhancing the functions of urban agglomerations.

Ma Qingbin believes that China’s regional economic development pays more attention to giving full play to the comparative advantages of various regions. In particular, the fifth meeting of the Central Financial and Economic Committee put forward that "enhancing the economic and population carrying capacity of economically advantageous regions such as central cities and urban agglomerations, and enhancing the functions of other regions in ensuring food security, ecological security, and border security" means that the regional functional orientation is further clarified and ruled by law.

In recent years, the construction of urban agglomerations in China has made remarkable progress, and the development of urban agglomerations such as Beijing-Tianjin-Hebei, Pearl River Delta and Yangtze River Delta has become a national strategy. Inter-provincial urban agglomerations such as Chengdu-Chongqing, the middle reaches of the Yangtze River, the Central Plains, Harbin-Changzhou and Beibu Gulf have more sound working mechanisms, smoother infrastructure, more unified and orderly markets, more mutually beneficial sharing of public services, and the pace of development of metropolitan areas within urban agglomerations has obviously accelerated. The construction of urban agglomerations in several provinces is also progressing in an orderly manner.

"Overall, the agglomeration and driving effect of China’s urban agglomerations continues to increase, and the function of supporting and serving regional and even national development is more optimized." Meng Wei, spokesperson of the National Development and Reform Commission, said.

"Central cities and urban agglomerations further gather elements, which is the main battlefield of economic construction." Feng Kui said that Beijing and Tianjin will continue to play the role of central cities, leading the development of Beijing-Tianjin-Hebei urban agglomeration and promoting the coordinated development of the Bohai Rim region; Shanghai will lead the development of the Yangtze River Delta urban agglomeration and promote the development of the Yangtze River Economic Belt; Take Hongkong, Macau, Guangzhou and Shenzhen as the center to lead the construction of Guangdong-Hong Kong-Macao Greater Bay Area and drive the Pearl River — Xijiang Economic Belt is innovative and green; Focusing on Chongqing, Chengdu, Wuhan, Zhengzhou and Xi ‘an, it will lead the development of urban agglomerations such as Chengdu-Chongqing, the middle reaches of the Yangtze River, the Central Plains and the Guanzhong Plain, and promote the integration and development of related sectors.

In Feng Kui’s view, in order to meet the needs of the implementation of the national strategy, there will be some regional central cities that will play a radiation or linkage function in the large regional development pattern by becoming bigger and stronger. For example, he said that Beijing-Tianjin-Hebei linkage with the Central Plains urban agglomeration requires a regional central city like Handan to play a role, but from the current situation, Handan’s role is not enough. "The growth of regional central cities will also be a new kinetic energy for future regional economic development". (Economic Daily China Economic Net reporter Xiong Li)

In 2025, a multi-field, multi-category and all-round new working system of weather modification will be basically formed.

Weather modification Using scientific and technological means to intervene in the weather can increase rain and snow, prevent hail disasters, and benefit mankind. Following the Yun Geng Action Plan on Weather Modification (2020— In 2022), recently, the China Meteorological Bureau issued the "Weather Modification" Rain Mitigation Action Plan (2023— 2025) (hereinafter referred to as the "Rain-sowing Plan"), defining the high-quality development goals and key tasks of weather modification in the next three years, and proposing that by 2025, a standardized, efficient, technologically advanced, safe and reliable, multi-field, multi-category and all-round new working system of weather modification will be basically formed.

How does weather modification "turn clouds into rain"? How will the plan of "sowing rain" seek advantages and avoid disadvantages, and protect beautiful homeland? The reporter conducted an interview.

Weather modification is not just about increasing rainfall.

On February 7-8, snowfall occurred in the eastern agricultural area of Qinghai Province and the southern foot of Qilian Mountain. Qinghai meteorological department seized the opportunity to organize and implement artificial precipitation (snow) enhancement by aircraft and ground in Huangshui Valley, Yellow River Valley and the southern foot of Qilian Mountain. According to statistics, from 20: 00 on the 7th to 20: 00 on the 8th, the weather modification operation increased the local accumulated precipitation by 0.1 to 5.6 mm, which effectively alleviated the drought in the eastern agricultural area and the southern foot of Qilian Mountain, and was conducive to reducing the fire risk level of forest and grassland, improving ecology and spring ploughing production.

At present, it is in the period of spring ploughing production, and weather modification operations are carried out in many places to alleviate drought, improve soil moisture and meet the needs of crop sowing and growth.

Is weather modification artificial rain and snowfall? Of course it’s not that simple. Li Jiming, deputy director of the Weather Modification Center of China Meteorological Bureau, told the reporter that weather modification refers to the artificial influence on the physical process of local atmosphere by scientific means, so that the weather phenomenon can be transformed in the predetermined direction. Weather modification can increase rainfall, but it can’t make rain or rain out of thin air. "It is necessary to find clouds with precipitation potential, water vapor transport and updraft areas, and then carry out catalyst seeding operations on qualified clouds at the right time to achieve the purpose of precipitation enhancement."

In fact, weather modification is not only about increasing rainfall and snowfall, but also about hail suppression, fog elimination and frost prevention. At present, many weather modification operations in China are artificial precipitation (snow) and hail suppression.

After more than 60 years of development, especially since the 18th National Congress of the Communist Party of China, the cause of weather modification in China has developed rapidly, forming a national — Province — City — The county-level four-level weather modification business system has made important contributions in disaster prevention, mitigation and relief, ecological environment protection and restoration, national major activities support, and major emergencies emergency support.

Last year, high temperature and drought continued in most parts of southern China. From June to mid-November, many places in southern China organized 241 sorties of aircraft precipitation enhancement operations and 15,000 ground precipitation enhancement operations, which increased precipitation by about 8.56 billion tons, effectively alleviating the drought and playing a positive role in increasing storage and capacity of reservoirs and ensuring energy supply. Last year, the national weather modification increased precipitation by about 39.8 billion tons, and the hail suppression operation protected an area of about 650,000 square kilometers, reducing economic losses by about 14.1 billion yuan.

Equipment and technology are at the advanced level in the world.

The high-quality development of weather modification can not be separated from the strong support of scientific and technological means.

According to Li Jiming, weather modification requires scientific and technological means to monitor the weather conditions formed by clouds and precipitation. For example, the thickness of clouds is more than 2,000 meters, the water vapor is sufficient, and the supercooled water content in clouds exceeds 0.01g/kg. Only when certain conditions are met can operations be considered. Then, the catalyst is accurately delivered to the appropriate part of the cloud by means of aircraft, rockets, anti-aircraft guns, ground smoke stoves and so on. Different operation methods are adopted according to different requirements.

Which cloud can melt rain? Meteorological departments rely on modern detection equipment, including ground-based cloud precipitation special observation equipment such as weather radar, cloud radar and microwave radiometer, space-based observation systems such as radiosondes and airplanes, and space-based observation systems such as geostationary satellites and polar-orbiting satellites. Using the observation data obtained by these devices, the Center for Weather Modification has developed a cloud precipitation monitoring and forecasting system, which is used to judge whether it is suitable to carry out weather modification operations.

After the monitoring, the operation scheme design and command were carried out, and the weather modification center developed refined cloud structure products, working condition monitoring and identification methods, etc., to accurately "lock" which cloud is suitable for melting rain. In order to evaluate the operation effect, a simulation evaluation system for the catalytic effect of weather modification and various scene evaluation products have been developed. At the same time, a number of advanced experimental facilities, such as warm cloud expansion cloud chamber, cloud physics and catalytic technology research and development experimental platform, have been put into use one after another, which has effectively improved the ability of weather modification.

With the strong support of governments at all levels and relevant departments, the modernization level of weather modification equipment in China has made great progress. High-performance aircraft equipped with monitoring, catalysis, communication, integration and other task equipment and systems, carrying suitable catalysts, can carry out the operation of turning clouds into rain at any time according to cloud types, greatly improving the ability and level of precise operation. At present, there are six national-level high-performance aircraft for weather modification in China. In the rain enhancement and drought relief in Henan, Hubei, Chongqing and Sichuan last year, large unmanned aerial vehicles complemented manned aircraft operations, which improved the ability of weather modification in all time and all terrain.

"At present, China’s weather modification operations are the most complete and diverse, and the equipment and technical level are generally at the advanced level in the world." Li Jiming said.

We will focus on building seven experimental demonstration bases.

According to Wang Yawei, Deputy Director of Emergency Disaster Reduction and Public Service Department of China Meteorological Bureau, the plan of "sowing rain" will focus on promoting the high-quality development of weather modification, focusing on scientific operation, precision operation and safety operation, accelerating the development of weather modification from scattered, extensive and relatively independent to intensive, research-oriented, safe and integrated, and improving the modernization level of weather modification with wisdom as the main feature.

More scientific — — In terms of business layout, the "Rain-sowing" plan will improve the four-level business layout, broaden the original five-segment real-time business into seven-segment real-time business, and increase the prospect of preliminary operation conditions and the safety management of the whole business process.

Focus on the national strategy, focus on the main grain producing areas, key ecological areas of "three areas and four belts", major activities and major emergency needs, improve the layout of operational aircraft, and optimize the planning and layout of weather modification test demonstration bases. Form an air operation force with high and low altitude, wide coverage and strong maneuverability, and enhance the ability to support weather modification under various conditions. We will focus on building seven experimental demonstration bases in southwest, north China and southeast China, and encourage all localities to build experimental demonstration bases for weather modification according to local needs and carry out research and experiments.

More accurate — — According to the time nodes of one week, 72 hours, 48 hours and 3 hours, the operation process forecast, operation potential forecast, operation condition forecast and operation condition monitoring and early warning are carried out respectively. Establish the effect evaluation and benefit evaluation business of weather modification operation for normalization, typical process and annual service scenarios.

Safer — — Improve the technical standards and specifications for weather modification safety supervision, speed up the installation of new operational equipment such as high-performance rain enhancement aircraft, promote the automation, standardization and information transformation of ground operational equipment, realize real-time dynamic safety supervision of weather modification equipment and ammunition, and improve the level of safe operation.

How to change the traditional vegetable market in the new consumption era

The vegetable market is the most smoky place in the city.

However, in recent years, with the rise and development of the market and online shopping, the traditional vegetable market faces many difficulties in its operation.

A set of data from the Vegetable Market Branch of the Municipal Commodity Exchange Market Association shows that in 2022, there were 575 vegetable markets in the city, with 41,780 businesses and 78,779 employees, with a total transaction volume of 34.9 billion yuan. Compared with 2021, the number of markets decreased by 58, the number of business households decreased by 28,654, the number of employees decreased by 45,000, and the transaction volume decreased by 11.6%.

What kind of consumption changes are reflected behind this trend? In the face of the new situation, how should the traditional vegetable market transform to seek a breakthrough and enhance the competitiveness of the industry?

On October 26th, the Municipal Commodity Exchange Market Association and the Municipal Agricultural Products Group jointly hosted a seminar on the innovation and development of Chongqing’s urban vegetable market, and invited representatives from the Municipal Commission of Commerce, the Municipal Market Supervision Bureau, the Municipal Supply and Marketing Corporation and other relevant service providers of the vegetable market to participate in the seminar, so as to jointly provide ideas and suggestions for the transformation and development of the traditional vegetable market.

There are two main reasons

The scale of traditional vegetable market has shrunk.

For a long time, the traditional vegetable market, as the main place for citizens to buy ingredients, has been loved by the people with its geographical advantages of many points and wide range and fresh, cheap and complete products. Although in recent years, large supermarkets have risen one after another, the core position of food trading in farmers’ markets has not been changed.

So what caused the scale of traditional vegetable market to shrink?

Li ke, general manager of Chongqing Supply and Marketing Fresh Chain Co., Ltd. analyzed that this is because both buyers and sellers have changed.

"First of all, the buyer has changed." Li ke said that the consumer groups who used to visit the vegetable market gradually grew old, and the main force of buying vegetables was replaced by the post-80 s and post-90 s. "This group of people grew up in the Internet era and were used to online consumption, and their sensitivity to agricultural product prices decreased. When the e-commerce platform for agricultural products developed one after another, it complied with their consumption habits, and the space of traditional vegetable markets was naturally squeezed."

From the seller’s point of view, the same is true. In the crowded market, many young people are no longer willing to engage in the traditional vegetable selling industry. "Many’ second generation vegetables’ are unwilling to take over. Who will rent our market to operate?" Li ke said.

In addition, most of the traditional vegetable markets have been operating for many years, and the facilities and equipment are gradually aging and the environment is not clean enough, which is also an important reason for the decline in consumer attractiveness.

Traditional vegetable market is irreplaceable.

But we should actively seek change.

While the scale of the traditional vegetable market is shrinking, e-commerce platforms and community group purchases are developing rapidly, and even catching up with the market is becoming increasingly popular, and roadside stalls selling vegetables are also common.

Despite this, Luo Dawen, president of the Vegetable Market Branch of the Municipal Commodity Exchange Market Association, still believes that the position of the traditional vegetable market is irreplaceable, but it should actively seek change in line with the development of the times.

Luo Dawen said that the vegetable market is an important carrier of the "vegetable basket" project and an important window of urban civilization, and plays an important role in meeting the daily needs of citizens, resettling employment, ensuring supply and stabilizing prices. In particular, the policy support has been increasing, and its main channel status and public welfare role are irreplaceable.

Relying on its own advantages, actively embracing e-commerce and realizing online and offline integrated development are considered to be the inevitable trend of innovation and development of the vegetable market.

"By linking the e-commerce platform, merchants can increase their profits and provide consumers with more efficient and convenient services, thus reversely draining the offline vegetable market." Luo Dawen said.

In this regard, Cailaobao (Chongqing) Technology Co., Ltd. has explored a road of integrated development. Founded in 2016, Cailaobao now operates 7 farmers’ markets. Taking the farmer’s market as the carrier and relying on the take-away platform, Cailaobao has become an operator supplying fresh agricultural products. Today, its market share in the take-away fresh food sector of large e-commerce platforms such as Meituan and Hungry is over 40%.

At the same time, under the online farmer’s market, Cai Laobao actively planned related activities for drainage. For example, Ranjiaba Store, a subsidiary of Anxin Food Market, held a "Pepper as a friend, you are my dish" flash event in Chinese Valentine’s Day, which attracted a large number of young consumers, and the daily passenger flow exceeded 8,000.

The vegetable market should form a joint force

Seeking resource integration and chain development

At the meeting, many people in the industry mentioned the chain of vegetable market.

Li ke said that compared with e-commerce platform and community group buying, the traditional vegetable market has its own unique advantages: merchant resources.

After years of operation and development, there are many merchants’ resources behind every farmer’s market. If we can integrate resources, warm up and complement each other’s advantages, we can greatly reduce operating costs.

At the same time, because the farmers’ market is a regional consumption place, the chain development can largely avoid the problem of horizontal competition.

Luo Dawen said that the chain development of the vegetable market can integrate supply resources through operating entities or leading merchants, and establish a more perfect supply chain system such as unified procurement, joint procurement, direct procurement at the base, distribution and distribution. It can also expand enterprises, institutions, school canteens, restaurants and other customers to provide lunch boxes and fresh ingredients, which will help the vegetable market to enhance its core competitiveness and reduce circulation costs.

"In the chain development model, we can also explore the incubation of chain merchants. Just like every shopping mall has Starbucks, KFC and other businesses, the development and growth of these merchants can bring people to the market." Li ke said.

In addition, at the meeting, some practitioners also mentioned the transformation of traditional vegetable market and the integration of service formats, such as relying on the transformation of traditional vegetable market and introducing hairdressing, dyeing and maintenance formats, which can not only improve the supporting functions of community public services, but also serve residents’ lives in depth and gather popularity for the vegetable market.

Our reporter Li Yuanyuan

High-altitude parabolic accidents occur frequently, and Nanjing pilot intelligent "Eye of the Sky" locks the parabolic person.

Recently, injuries caused by falling objects have occurred one after another all over the country. While people are angry about throwing objects at high altitude, they are also asking: Is there an effective supervision method for this uncivilized behavior with great potential danger? The answer is obviously: yes! Some communities in Jiangbei New District of Nanjing have piloted intelligent "Eye of the Sky" monitoring to stare at high-altitude parabolic objects, which will be promoted in due course.

"Eye of the Sky" stared at the parabolic object.

According to the clues provided by readers, the reporter came to Xinjiang Yayuan Community in Jiangbei New District, Nanjing. "Look, there is a set of surveillance cameras across from my house." Asked about the newly installed high-altitude parabolic surveillance cameras, Ms. Li, who lives in the community, was very happy to show the reporter two sets of surveillance cameras installed on the front and back of the building.

There are three cameras in each monitoring group, and the elevation angle is from low to high, which brings the high-rise buildings into the monitoring lens. At present, there are 36 skylights installed in 6 buildings.

"Last time, I saw a bag full of garbage on the high floor, and almost hit a person." Mr. Jiang, a resident of the community, said that after the installation of the "Eye of the Sky" in the community, he had never seen anything thrown at high altitude.

  The camera can’t get inside.

On the electronic screen of the property service center of Xinjiang Yayuan Community, the reporter saw that the logo of the surveillance camera was displayed in real time on the floor plan of the community. According to the staff’s prompt, the reporter clicked on one of the red warning signs with parabolic behavior, and a video with a duration of 1 minute popped up on the screen, which indicated the time and specific location of the parabolic occurrence, and circled the thrown object and the location of the parabolic object.

Chen Qiaozhen, the customer service director of the property service center, told the reporter that before installing the camera, the property sent a notice to every household. From the feedback of the owner’s WeChat group, everyone supported the installation.

Mr. Jiang lives on a high floor, which is within the monitoring range of the camera. He told reporters that after going to the property service center to watch the content of the big screen, he felt that there was no need to worry about privacy issues, because the video could not see the residents’ homes at all.

  Timely promotion after the pilot.

The reporter noticed that the biggest difference between "Eye of the Sky" and ordinary cameras is its intelligence: not only its "eyes" are good, it can find parabolic objects at any time, but also its "brain" is good, and judging the position of parabolic objects in real time will automatically retain the video of 30 seconds before and after the occurrence of parabolic objects. Then, where does this intelligent "Eye of the Sky" come from and can it be installed in more communities?

The staff of Nanjing Jiangbei New District Big Data Management Center told the reporter that high-altitude parabolic monitoring is a part of the construction of smart community in Jiangbei New District. There are six pilots in the first batch, and Xinjiang Yayuan Community is the first pilot to start construction. "The installation, management and subsequent maintenance costs of high-altitude parabolic monitoring equipment are provided by Jiangbei New District. According to the first batch of pilots, we will promote them in due course on the basis of comprehensive consideration. "

Good news! In 2018, five insurances and one gold ushered in five changes

Beijing, January 4 (Reporter Li Jinlei) In 2018, the work of benefiting people’s livelihood will continue to advance. Among them, five insurances and one gold, which are closely related to ordinary people, will usher in at least five major changes, which will have a beneficial impact on your income and life.

Change 1: the first step of the national overall planning of endowment insurance

The National Conference on Human Resources and Social Security held recently proposed that in 2018, the universal enrollment plan should be fully implemented. Implement the central adjustment system for basic old-age insurance funds.

The central adjustment system of the basic old-age insurance fund is the first step taken by the national overall planning of old-age insurance. According to the Ministry of Human Resources and Social Security, this will balance the burden of old-age insurance caused by the large difference in dependency ratio between regions due to population structure, especially population mobility, adjust the surplus and deficiency, and further play the role of mutual assistance and mutual assistance of old-age insurance nationwide.

"China’s regional development is very uneven, and the degree of aging is very different. Heilongjiang is the most difficult province to pay for the basic old-age insurance fund at present, with a dependency ratio of 1:3, while the highest in Guangdong is 9:1." Yin Weimin, Minister of Human Resources and Social Security, said earlier that the current balance of the basic old-age insurance fund is about 400 billion yuan each year, with a cumulative balance of more than 4 trillion yuan, which can support the distribution for 16 months. The implementation of national overall planning is to solve the imbalance between provinces.

Change 2: It is planned to pay pension and medical insurance for the unemployed.

The national conference on human resources and social security proposed to continue to extend the policy of reducing social insurance rates in stages for one year. Do a good job in the revision and implementation of unemployment insurance regulations.

In November 2017, the Ministry of Human Resources and Social Security publicly solicited opinions on the Unemployment Insurance Regulations (Revised Draft for Comment). Compared with the current regulations, in the opinion draft, the basic old-age insurance premium, vocational skill appraisal subsidy and entrepreneurship subsidy for the unemployed are added, and the medical subsidy is adjusted to pay the basic medical insurance premium.

The Ministry of Human Resources and Social Security pointed out that the payment of basic old-age insurance premiums has solved the problem of the interruption of the payment of old-age insurance for the unemployed and relieved the worries of the unemployed. Paying the basic medical insurance premium ensures that the unemployed enjoy medical insurance benefits, and solves the problem of "getting medical care for the sick" during the period when the unemployed receive the payment.

Change 3: You may increase a retirement income.

Since February 1, 2018, the "Enterprise Annuity Measures" will be officially implemented. Enterprise annuity is a supplementary old-age insurance system independently established by enterprises and their employees through collective consultation on the basis of participating in the basic old-age insurance according to law, and it is an important part of the second pillar of China’s multi-level old-age insurance system.

According to the regulations, the expenses required for enterprise annuities are jointly paid by enterprises and individual employees. The enterprise payment shall not exceed 8% of the total wages of the employees of the enterprise every year.

By the end of 2016, 76,000 enterprises had established enterprise annuities nationwide, with 23.25 million employees and accumulated funds of 1.1 trillion yuan. According to the Ministry of Human Resources and Social Security, employees’ participation in enterprise annuities is conducive to adding a pension accumulation on the basis of basic old-age insurance, and further improving the income level and quality of life after retirement.

Change 4: Some state-owned assets will continue to enrich the social security fund.

According to the Implementation Plan of Transferring Part of State-owned Capital to Enrich Social Security Fund published by the State Council, it is clear that the transfer ratio is unified to 10% of the state-owned shares of enterprises.

The plan requires that some central enterprises and some provinces be selected for pilot projects in 2017. On the basis of summarizing the pilot experience, in 2018 and beyond, the state-owned shares of other qualified central management enterprises, enterprises run by central administrative institutions and central financial institutions will be transferred in batches, and the transfer will be completed as soon as possible.

Zhang Yinghua, executive researcher of the World Social Security Research Center of China Academy of Social Sciences, told the reporter of Zhongxin.com that with the "blood transfusion" of the social security fund, the problem of pension gap will be alleviated, and the gap will not be transferred to the next generation, so as to realize intergenerational equity, and at the same time, it will help to ensure the timely and full payment of pensions and resolve the impact of the aging population on the old-age insurance system.

Change 5: It will be easier to buy a house with a housing provident fund loan.

Housing accumulation fund can effectively reduce the burden of employees buying houses. According to estimates, a personal housing loan with a quota of 1 million yuan and a term of 20 years can save more than 200,000 yuan in interest expenses than a personal housing loan from a commercial bank. Recently, however, some real estate development enterprises refused to let buyers use housing provident fund loans, which seriously damaged the legitimate rights and interests of paid employees.

To this end, the Ministry of Housing and Urban-Rural Development and other departments recently jointly issued the Notice on Safeguarding the Rights and Interests of Employees’ Housing Provident Fund Loans, requiring real estate development enterprises not to restrict, obstruct or refuse buyers to use housing provident fund loans by raising housing sales prices or reducing price discounts, and not to require buyers to sign a written document voluntarily giving up their housing provident fund loan rights.

The "Notice" clarifies that paid employees can complain and report the refusal of housing provident fund loans by real estate development enterprises and housing sales intermediaries through channels such as the 12345 citizen hotline and the 12329 housing provident fund service hotline.

With the implementation of these regulatory measures, it is expected that it will be easier for employees to buy houses with housing provident fund loans, and they will be able to really enjoy the benefits brought by housing provident fund. (End)

Foreign countries treat credit card theft: someone pays for the loss of research and development biotechnology

The problem of credit card theft is becoming more and more common in China, and it has a long history abroad. What is the development trend of foreign credit card theft cases? What are the advanced experiences of foreign cardholders, banks and regulations in dealing with stolen brushes? In the last issue of the "Focus on Credit Card Stealing" series, we invited our reporters in Britain, the United States and Germany to take us to find out by combining interviews with our own experiences.

  Britain:

  Develop biotechnology

  Identify consumer behavior

Lucy Nagling, press officer of the UK Anti-Financial Fraud Action Group, told reporters that financial fraud in the UK in 2015 caused a total loss of 755 million pounds, an increase of 26% over the previous year. Among them, the financial loss caused by stolen debit cards and credit cards or information leakage was 567 million pounds, an increase of 18% over the previous year. Nagling said that these increasing data show that Britain is facing severe pressure to crack down on financial fraud. In particular, the increasingly complex network attacks, Trojan horse implantation, data theft and other behaviors make financial fraud more difficult to prevent and combat.

According to the survey of the UK Anti-Financial Fraud Action Group, in 2015, there were mainly the following types of financial fraud in the UK. The first is to pretend to be a bank, a police officer, or a government public department, make a phone call or send a text message or email, and get the user’s bank card or credit card information. Its excuses usually include paying an emergency expenditure, refunding a certain fee, and upgrading an account. Different from the domestic bank card "password verification can be set for online or offline consumption", credit cards in the UK are generally used for direct credit card consumption or signature consumption. If you use a credit card or debit card through the Internet or telephone, there is still no password setting. Generally, you only need to provide the card number and the 3-digit number printed on the back of the card. Therefore, if the personal card number and the three digits on the back are leaked, it will be easily stolen by others.

When the reporter first came to Britain, he was repeatedly reminded by his friends that he must not easily tell others the bank card number and the three digits on the back. On weekdays, reporters also received many calls for payment, some from formal large enterprises, such as power companies; Others can’t confirm the authenticity of their identity. In this case, it is safer to refuse to pay by phone and log in to the official website to pay.

The second common type of fraud is stealing and copying bank card information. The timing of the attack is often when the cardholder operates at an ATM or POS machine, or swipes the card to shop.

The third common type of fraud is the increasing network attacks and thefts, which are often committed through links with Trojans and fake websites.

In the face of endless financial fraud tricks, British banks and relevant regulatory authorities are committed to studying and adopting newer and better preventive measures. According to reports, the security system adopted by the Bank of England in 2015 prevented about 70% of fraud. Some of these measures include: developing new security tools, especially biometrics, consumer behavior identification technology, etc. If the recent trading behavior of an account is quite different from usual, it will contact the customer in time for confirmation; Strengthen cooperation with government departments, financial regulatory agencies and other relevant units to jointly crack down on financial fraud and ensure timely communication of information and data; Use various methods to remind users to pay attention to cultivating account security awareness and prevent financial fraud.

Tony Black, senior investigator of the Credit Card Crime Investigation Team of the UK Anti-Financial Fraud Action Group, called on: "It is very important for users to remain vigilant. If you receive a phone call, text message or email asking for your personal information, please don’t reply easily. You must ensure that the other party is trustworthy, for example, you can verify it through the authorities. Otherwise, it is best to ignore it. "

In addition, the official websites of major banks in the UK have information to remind cardholders to use bank cards and credit cards safely, including: personal information related to accounts should not be disclosed to anyone; Be sure to pay attention to whether the website is safe when shopping online; Check the bank statement regularly, be aware of your own consumption, and notify the bank in time if you find any suspicious signs; Receipts, bills and invoices after swiping the card at ordinary times should be properly kept.

At present, all major banks in the UK have opened 24-hour customer service telephones. After discovering that the credit card has been stolen, as long as you call the bank, the account will be closed and the staff will check it and send a new card.

  United States:

  Spot check customer identity

  Stealing brushes costs a lot.

Major banks in the United States have different preventive measures to prevent credit cards from being stolen in large quantities and continuously. Take the Bank of America credit card used by the reporter as an example. If the banking system detects abnormal consumption of the credit card, it will send a short message and temporarily freeze the credit card. Every time a reporter goes on a business trip in a foreign country and spends twice with a credit card, it will be temporarily frozen. The bank sends the latest consumption record through SMS, and the bank will lift the freeze after the cardholder confirms it.

There are also strict regulations on the use of credit cards in the United States, and it is not allowed to use other people’s credit cards to spend money, even for a family. Merchants will check the identity documents of consumers from time to time, and once they find that the identity of the cardholder is inconsistent with that shown on the credit card, they will refuse to accept the card.

If the cardholder reports the stolen credit card to the bank, the bank will freeze the card in time and send a new card to the cardholder, and the cardholder does not have to bear the loss. At the same time, the bank will ask the cardholder to call the police and find out the truth by checking the signature. Most banks buy credit card insurance, and the compensation for cardholders is ultimately borne by the insurance company, so there is no reason for banks not to protect the rights and interests of cardholders.

If the cardholder has any objection to the consumption, calls the bank and the bank trusts the customer, then the disputed amount will be returned to the cardholder first, and then communicated with the merchant. Of course, if it is finally determined that it is the fault of the cardholder, the cardholder will have to pay the full amount of consumption and even pay interest.

In the United States, stealing other people’s credit cards is a serious crime, and the punishment measures stipulated by each state are different, but they are generally more severe. In Virginia, where the reporter is located, the law stipulates that stealing someone else’s credit card can be fined up to $10,000 and imprisoned for 20 years. In the face of severe punishment measures, the cost of stealing other people’s credit cards is very high, and most people dare not easily break the law.

If the cardholder conceals his own consumption and maliciously deceives the bank, the cardholder will not only compensate and bear legal responsibility, but also record his behavior in the credit system. Once you have a bad credit record, all aspects such as applying for a credit card and buying insurance will be affected, which can be said to be difficult.

  Germany:

  The insurance mechanism is sound

  Someone pays for the loss.

German credit cards have always adhered to the principle of "convenience for cardholders". Except for a small number of bus ticketing machines, you need to enter the PIN code, and most of the counter consumption can be done by signing. In some parking lot payment machines, the card is directly deducted without any verification after being inserted.

Although the use of credit cards in Germany does not require a password, and cashiers rarely check their signatures carefully, thieves are not "cold" about it. There are many cases where the wallet is stolen and the cash is lost, but the credit card is intact. The reporter has experienced it personally. German police once explained to reporters that no matter whether they are operating in machines or shopping malls, most of them are equipped with cameras nearby, which will definitely leave traces of the time and place of consumption, so thieves will not "take this big risk".

High convenience is always accompanied by high risks. Although thieves dare not steal credit cards in public places, cyber hackers can hide behind the screen and commit crimes. Since most credit cards in Germany don’t popularize SMS consumption reminder service, theoretically, as long as you know the cardholder’s name, card number, 3-digit security code on the back of the card and the expiration date, you can make any consumption online. This is not difficult for network hackers.

During the one and a half years in Germany, the reporter was forced to change three credit cards because of this kind of network theft. In the worst case, thousands of euros were stolen, and a large amount of money was spent in Shanghai, Dubai, Paris and other places within one day. Finally, the reporter learned that the card was stolen because the bank became suspicious and stopped the card and informed the reporter.

However, cardholders who have been stolen should not be too flustered. When the cardholder contacts the customer service of the credit card or goes directly to the bank counter to complain, the bank will ask the cardholder to explain the actual use of the credit card in person or in writing, and sometimes make a preliminary verification. After it is confirmed that the hacker forged the consumption record, the bank will ask the cardholder to fill in the compensation complaint form and send it back to the complaint acceptance center, which can generally eliminate the stolen payment on the next settlement date. As far as the reporter’s experience is concerned, it generally takes no more than three weeks from the bank accepting the complaint to eliminating the stolen debts, and there will be no stalemate or dispute between the bank and the cardholder. As long as it can be proved that the stolen brush is not caused by personal negligence such as losing the card, the cardholder will appeal successfully.

The reason why cardholders and banks can be so calm is related to the perfect credit card insurance mechanism. According to the staff of the German Savings Bank, banks will make huge investments in credit card insurance every year. With "all risks", the bank can claim compensation from the insurance company, that is, the stolen money will eventually be paid by the insurance company. The insurance company will further let its investigation team investigate and contact the police. In addition, Germany has a "lawyer’s insurance" that can pay the lawyer’s fees for prosecution and police investigation. The monthly cost is about tens of euros, and most people will buy it. Cardholders will generally cooperate with banks, report to the police and go through legal procedures to bring the real murderer to justice.

Despite this, the German police told reporters that most of the hackers are international criminals who operate remotely across borders and are often difficult to track down. This may be one reason why most Germans don’t like credit cards. Evolution of Apple’s mobile operating system from iPhone OS to iOS 8.

Apple’s iOS system has come a long way since it came out. IOS system was originally called iPhone OS, and gradually evolved into an iOS system with many fans and made iPhone a great success. Every evolution of the iOS system will lead to an innovation of the mobile platform at that time, and many features will soon be used for reference by other platforms. In fact, from the iPhone OS to the current iOS 8, many users have forgotten the whole development process. Now let’s review how Apple’s operating system has evolved over the years.

iPhone OS

Apple’s first smartphone, Apple iPhone, is built with the first generation of iPhone OS operating system, and this system has also laid the most basic concept for the entire iOS system. Therefore, many features that seem to be taken for granted now all appeared on the iPhone OS. Different from other operating systems at that time, all the interactions of iPhone OS were based on the touch screen, and there was no physical keyboard or other forms. However, from now on, the iPhone OS system still has many defects, such as no app store (the concept of app store did not exist at that time) and no screenshots. But Apple’s first generation operating system has shown great potential. The latest version number of iPhone OS system is 1.1.5, and the second generation iPhone OS 2 system was released after approval.

iPhone OS 2

Apple’s iPhone OS 2 system debuted in 2008 and filled many functional gaps in the previous generation system. One of the most important changes is the App Store, which allows the first generation of iPhone and iPhone 3G users to download and install applications and games. Of course, many other new functions have been added to the iPhone OS 2 system, such as independent contact application (the previous generation contact application was designed in dial-up application), global search function and scientific calculator with more functions, and users can also solve some more complicated problems through the iPhone OS 2 system.

iPhone OS 3(iOS 3)

In 2009, Apple released the third version of the mobile operating system. Although this system is not groundbreaking, it has brought a lot of functions that we are very familiar with today. Among them, the most popular ones are video recording, video editing, MMS messages, voice commands (supporting iPhone 3Gs), copy and paste, Spotlight search, horizontal keyboard for email and messages, and some default applications. Including voice memos, compasses and so on. In addition, because Apple’s first generation iPad tablet was released in 2010 and used the same platform as iPhone, Apple had to rename its mobile operating system later. Therefore, starting from the iPhone OS version 3.2, we finally ushered in the iOS system.

iOS 4

IOS 4 came out in mid-2010, which brought some new changes to the whole platform. Among them, the most important thing is to support custom wallpaper and multi-tasking function, while multi-tasking already existed in many competitors at that time. At the same time, iOS 4 system has added more transitional animation effects than its predecessor, as well as automatic keyboard correction function, unified email inbox and Exchange service support. In addition to becoming the most advanced operating system at that time, iOS 4 was also the first system version that began to "abandon" its old devices. At that time, the first generation of iPhone did not support the upgrade of iOS 4, and the last version of iOS 4.2.1 also supported the second generation of iPhone 3G.

iOS 5

IOS 5 system was released in 2011, and brought more than 200 new features, which is absolutely an amazing number, and it also includes many major functions. For example, notification center, Siri voice assistant, iMessage, iCloud, system universal dictionary, deeply integrated Twitter, game center and so on. In addition, the default Safari browser of the system also includes reading mode, including multi-tags and reading list.

In addition, mail and camera applications have also ushered in some changes, and iOS 5 has also added a number of new system pre-installed applications, including iBook can subscribe to different online magazines or newspapers, as well as the optimization of reminder and mail functions. In addition, iOS 5 is also the first system that supports users to upgrade wirelessly through OTA. Overall, iOS 5 can basically be regarded as one of the biggest changes in the iOS system so far.

iOS 6

IOS 6 was released in 2012, and a series of improvements were made to iOS 5. Including smarter Siri (which can provide more detailed information including movies, competitions, restaurants and applications), deeply integrated Facebook (which can share maps and picture data directly in applications), brand-new Apple Maps (which was not very successful at first), quick reply by hanging up the phone, do not disturb mode, Passbook (saving boarding passes and coupons), improved Safari browser (supporting offline reading), photo stream and improved email application.

Previously, Google services integrated by iOS system disappeared in iOS 6, such as Google Maps and YouTube. Undoubtedly, Apple’s move aims to further reduce its dependence on Google’s business (of course, users can still download these two applications in the App Store). Finally, the iOS 6 system also introduced a large number of privacy settings, allowing users to have greater rights in privacy settings.

iOS 7

Almost from the first generation of iPhone OS system, Apple’s mobile operating system looks very similar in style, and this simulated design has a unified style in interface, icons and typesetting. However, since iOS 7, Apple has completely subverted the design of the iOS system and brought a new look. Compared with before, iOS 7 is more vivid and lively. The flat style first appeared in the iOS system, giving up the previous style concept.

In addition to the great changes in visual effects, iOS 7 has also brought a lot of new features. Including control center, notification center preview, improved multitasking, enhanced photo application, AirDrop, improved Safari (full-screen browsing and tabs up and down), iTunes broadcasting, Siri sound improvement, contacts, calendar and weather application improvement, etc.

In addition, the camera application in iOS 7 has also added continuous shooting and slow-motion video functions, and it can support up to 120fps quality. At the same time, the album has also added some classification functions, and don’t forget that there is also a square photo shooting function that supports Instagram style.

iOS 8

Apple’s latest generation of iOS 8 was released in mid-2014, which can be regarded as Apple’s most open generation system so far. IOS 8 has added support for third-party input methods and widget functions of the notification center, and the addition of these functions makes the iOS system make up for the gap with the Android system.

In other improvements, iOS 8 has added new interactive functions in the notification center, including mute and quick reply, and the multi-tasking interface has become more user-friendly. In addition to supporting the third-party input method mentioned above, iOS 8 also introduces the input suggestion function of words and phrases. In addition, the improved Spotlight search function also greatly improves the usability.

Finally, the new system has further improved the photo application and Siri voice assistant (supporting seamless integration into OS X Yosemite system), as well as the ambitious new plan of HealthKit. It can integrate all data related to fitness and health and carry a new big data platform.

Don’t sit in the massage chair in the mall. It’s terrible.

Original doctor, curious doctor

Have gentlemen ever met this thing in shopping malls, high-speed railway station and cinemas?

When you are shopping, waiting for a bus and others, its charm is hard to resist.

But these seemingly comfortable massage chairs are actually very dangerous behind the scenes!

Even if you don’t start it and just lie down, you will still "lie down".

Someone specially investigated the hygiene of massage chairs, and the result was not ideal:

Not only the visible garbage, but also the invisible dirty things!

If the chair has been sat by a skin patient or a stingy man:

If you sit up in summer, it is likely to cause cross-infection of skin diseases.

Some massage chairs have been left for a long time, and they will grow parasites. If you don’t pay attention to being bitten, you will get dermatitis.

Some bugs will crawl directly on you.

Some even give birth to cockroach nests.

And this is not the most terrible …

Perhaps some people feel very comfortable sitting on it, and at first glance, the price is not expensive, so they will bite their teeth and spend ten dollars on luxury.

You know, massage chairs are not medical devices.

It is very casual to operate, and there is no guarantee. Basically, as long as you have a business license, you can put it out.

After a few years, it is old and worn out, and it is easy to have various quality problems and become a "murder weapon" that harms people.

It may damage the skin and roll people’s hair in.

There may be equipment failure, and the leg will be clamped tightly.

The most terrible thing is that most massage chairs are unattended!

If you really run into any problems and no one is around to help you, the consequences will be unimaginable.

It can be said responsibly:

This thing doesn’t have a professional technique like manual massage. It’s only three tricks to say skyshatter:

Moreover, the strength of many massage chairs is too strong to adjust the strength.

It’s a mechanical thump, especially the roller on the back, which can lift people up with all its strength.

In fact, many people can’t stand this kind of penalty massage, and there are more or less sequelae after pressing it.

Having long bruises:

Also have backache:

At this time, don’t believe the nonsense that "the general rules don’t hurt, but the pain doesn’t work". I still think this is an effect.

If those who are in poor health use massage chairs, the consequences may be more serious!

And the massage chair will grab the spine and push hard.

Nothing could have been pushed out of a lumbar disc herniation, and there were many people who were paralyzed:

Including people with spinal problems such as cervical vertebrae and lumbar vertebrae, fractures may occur within one and a half hours:

In a word, you must be careful about sharing massage chairs in the future, or you may sit on a tiger stool.

Especially the following kinds of people, don’t try!

Of course, healthy people should also be careful, in addition to beware of all kinds of dangers, but also be careful of social death:

If you really want to relax, you can go to the hospital!

Doctor, for a minute, the posture keeps rising.

-End of this period-

Welcome to share your circle of friends ~

I’m Dr. Curious

Nice to meet you.
