The Beijing Municipal Traffic Management Bureau issued a regulation saying that from January 1, 2024, illegal electric three-wheeled and four-wheeled vehicles are not allowed to drive on the road, and they are not allowed to park in public places such as roads, squares and parking lots. Compliance products can go to Beijing B license and can only drive outside the Sixth Ring Road.
From 2006, the manufacturer "Reading" launched an SUV-type four-wheel electric vehicle, and "Laotoule" experienced a sharp decline from street explosion to frequent accidents.

At the end of 2023, the news that a 22-year-old female teacher in Nanyang, Henan Province was knocked down by a 70-year-old man and died after being dragged, once again aroused people’s anger and resistance to this "road killer".
This is just the tip of the iceberg. According to the statistics of Beijing Traffic Management Department, in the first half of 2023, among the traffic accidents in the city, the proportion of illegal electric three-and four-wheeled vehicles was nearly 10%. In 2022, there were 131 traffic accidents involving illegal electric tricycles in Beijing, with 138 deaths.
Once upon a time, old people’s music was encouraged because of environmental protection and convenience, and even many regions promulgated laws and regulations that allowed old people to travel happily. What caused its reputation that everyone shouted and beat now?
It should be said that back in 2006, when the concept of new energy vehicles and "oil to electricity" was the hottest, the electric vehicle manufacturer "Reading" launched an SUV-type four-wheel electric vehicle. This product, which people have never seen before, is cheaper than the standard electric vehicle, smaller in size, lower in speed, and more protected from the wind and the sun than the ordinary electric two-wheeled vehicle. It can be said that it is a perfect combination of the two advantages, especially suitable for the elderly as a means of transportation.
Around 2013, the output of Laotoule entered a period of rapid growth, with an annual growth rate of more than 50%, especially in third-and fourth-tier towns and rural areas, which mushroomed.
Until 2020, when the number of electric vehicles in China is less than 5 million, the number of low-speed three-and four-wheeled vehicles has already exceeded 10 million.
Although it provides convenience for the elderly, the huge army of "Laodule" still brings great trouble to the work of road safety and traffic control departments.
A large number of unlicensed, driving without a license and randomly parked electric three-and four-wheeled vehicles have made pedestrians and drivers complain and even caused serious traffic accidents, which has violated the original intention of providing convenience for people.
According to the standards stipulated by the Ministry of Industry and Information Technology, although the name of "Laotoule" is "low-speed electric vehicle", the speed limit on urban roads has reached the level of ordinary motor vehicles, and the situation of letting driving without a license go unchecked and not obeying traffic laws and regulations will easily pose a threat to traffic safety.
Due to frequent accidents, local traffic control departments have gradually strengthened the control of low-speed electric vehicles. At the end of 2018, six ministries and commissions, including the Ministry of Industry and Information Technology, issued the Notice on Strengthening the Management of Low-speed Electric Vehicles, requiring the people’s governments of all provinces, autonomous regions and municipalities directly under the Central Government to organize the clean-up and rectification of low-speed electric vehicles. It is strictly forbidden to increase the production capacity of low-speed electric vehicles and strengthen the standardized management of low-speed electric vehicles.
Since then, the output of "Laotoule" has entered a negative growth period. In 2021, the total output has been less than 400,000 vehicles. It is not enough to limit the production capacity. Some areas have begun to restrict the "Laotoule" on the road.
Taking Beijing as an example, in July 2021, the Beijing Municipal Public Security Bureau and other five departments jointly issued the Notice on Strengthening the Management of Illegal Electric Three-and Four-Wheelers.
It is clearly stipulated that electric three-wheeled vehicles belong to motor vehicles and are not listed in the Announcement of Road Motor Vehicle Manufacturers and Products. Illegal three-wheeled and four-wheeled vehicles whose vehicle performance does not meet the technical standards for motor vehicle safety will be "banned" from production, sales and purchase.
No unit or individual may add illegal electric three-wheeled or four-wheeled vehicles, and from January 1, 2024, illegal vehicles will not be allowed to drive on the road or park in public places such as roads, squares and parking lots, even working vehicles such as postal delivery, landscaping and sanitation departments are no exception.
This historic step means that the "grey zone" that has existed on the road for nearly 20 years will no longer exist.
In addition to Beijing, Shanghai, Anhui, Fujian and other regions have also strengthened the management of "Old Man Le" and prohibited illegal vehicles from going on the road. I believe that in the near future, more provinces and cities will implement more standardized management systems, which will certainly sacrifice the convenience of some people, but it will guarantee the safety of more people.
