Beijing Intelligent Networked Automobile Innovation and Development Action Plan (2019 -2022)

  Developing intelligent networked automobile industry is an important content for Beijing to build a national science and technology innovation center, a sophisticated economic structure and a world-class smart city system. This action plan is formulated in order to implement the National Medium-and Long-term Development Plan for Automobile Industry and accelerate the innovation and development of Beijing Intelligent Networked Automobile Industry.

  I. General requirements

  (A) the guiding ideology

  Fully implement the spirit of the 19th National Congress of the Communist Party of China, take Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era as the guide, unswervingly implement the new development concept, thoroughly implement the requirements of high-quality development, firmly grasp the strategic positioning of the capital city, persist in innovation-leading, open cooperation, resource sharing and overall coordination, and strive to cultivate industrial clusters, so as to build Beijing into a leading city in the innovation and development of intelligent networked automobile industry with global competitiveness.

  (2) Basic principles

  Top-level design, joint efforts to promote. Strengthen the top-level design of urban planning, transportation system and industrial policy, further promote cross-departmental, cross-sectoral and cross-disciplinary cooperation, and form a policy system to support innovation and development. Constantly optimize the industrial development environment, increase demonstration application and market promotion, and guide the gathering of innovative resources and industrial resources.

  Aim at the cutting edge and be driven by innovation. Aim at the international advanced technology level, organize national innovation resources, attract top international talents, build a common key technology support platform, actively carry out core technology research, continuously improve the independent innovation capability and standard creation capability of intelligent networked vehicles, and form the core competitiveness of the industry.

  Demand traction, integrated development. With the goal of promoting the bright future of human intelligent travel and green travel, and guided by the needs of urban innovation and development, we will innovate new traffic management models, promote the deep integration of intelligent networked vehicles with intelligent transportation and smart cities, form a new modern transportation system, and enhance people’s sense of gain in travel safety and efficiency.

  Key breakthrough, safe and controllable. Concentrate on breaking through key technologies to ensure industrial safety, such as core devices, artificial intelligence algorithms, intelligent computing platforms, network information security, vehicle-mounted operating systems, and strengthen the construction of basic platforms to ensure traffic safety, such as simulation, test and evaluation, and cloud monitoring, so as to create an industrial development environment where safety comes first, innovation is encouraged, and steady progress is made.

  Second, the main objectives

  (A) 2022 development goals

  With the goal of realizing the comprehensive application of intelligent networked vehicles in the Winter Olympics, we will accelerate the pace of technological breakthrough and product development, speed up the introduction of new technologies and new vehicles, enhance practical ability, improve technical standards, application standards and safety standards, and basically complete the construction of intelligent networked vehicles’ technical system.

  Technical innovation goal: Through the integration and innovation of traditional automobile technology and intelligent networked technology, we will break through the research and development bottleneck of key core devices such as visual sensors, radar (millimeter wave, laser, etc.) sensors and processor chips, consolidate the advantageous technical links such as on-board computing platform, information security and vehicle-road coordination, and form a complete technical system of intelligent networked vehicles that meets the requirements of advanced autonomous driving (L4 level), and the technical level will enter the first echelon in the world.

  Operation demonstration goal: Take the lead in carrying out large-scale and multi-scene demonstration operation in China, provide multi-level and multi-category intelligent networked vehicle testing and innovative traffic form verification environment, form an efficient and safe new generation intelligent transportation application demonstration system, and the demonstration operation area will reach 500 square kilometers.

  Industrial development goal: to build a leading domestic intelligent networked automobile innovation chain and industrial chain, build an industrial cluster with intelligent manufacturing and intelligent behavior, and drive the Beijing-Tianjin-Hebei region to form an intelligent networked automobile industry manufacturing and application service system. The scale of intelligent networked automobiles and related industries in the city reached 100 billion yuan.

  (2) Medium and long-term development goals

  After 20 years of continuous iterative upgrading, it will form a world-class intelligent networked automobile industry cluster, create a new intelligent transportation model with deep integration of intelligent networked automobile and intelligent transportation, and build the most dynamic autonomous driving innovation ecosystem and a "safe, efficient, green and civilized" intelligent networked automobile society.

  Iii. key actions

  Focusing on the five key elements of "car, road, cloud, network and map", we will jointly promote the construction of innovation ability and build the overall advantage of Beijing intelligent networked automobile industry chain; Establish a set of test and demonstration application system, form a benign interaction between R&D, production, service and application, and promote the accelerated development of intelligent networked automobile industry and new transportation service system.

  (1) Continue to promote the industrialization of intelligent networked automobile technology.

  1. Strengthen the technical ability of autonomous driving. Give full play to Beijing’s advantages in the field of artificial intelligence, study the architecture of autonomous driving computing, and promote the ecological construction of "car brain". In the direction of intelligent computing chips, operating systems, computing platforms and information security, we will cultivate a number of solutions and design providers that have reached the world’s advanced level. Accelerate the research and development of key core technologies and the transformation of achievements, meet the industrialization needs of independent intelligent networked vehicles, form a globally competitive "car brain", and lead the formation of the technical standard system of intelligent networked vehicles in China.

  2. Build a new vehicle manufacturing system. Give full play to Beijing’s advantages in on-board computing platform, actively promote the combination of traditional car companies and on-board computing platforms, support Internet companies to innovate design and manufacturing models, and speed up mass production of L3 and L4 new cars. Accelerate the research on the system-level evaluation methods and test environment of the whole vehicle, such as intelligent network connection, virtual simulation and vehicle in the loop. Promote the ecological construction of competition and cooperation among vehicle companies, Internet companies and travel service platforms, and form an intelligent manufacturing industry chain with personalized customization and networked collaboration.

  3. Improve the R&D and manufacturing capabilities of core components of intelligent network connection. Focusing on the demand of the whole vehicle, we will strengthen the planning and construction of the intelligent networked parts industry system, increase the investment in innovative research and development, break through the bottleneck of core chips and parts such as high-precision visual sensors, millimeter-wave radars, lidar, drive-by-wire chassis and intelligent cockpit, attract the layout of global advantageous industries and technical resources in Beijing, and form the large-scale manufacturing capacity of intelligent networked automobile core parts.

  (2) Accelerate the construction of intelligent road network facilities.

  4. Vigorously develop intelligent road network technology with vehicle-road coordination as the core. Give full play to the technical advantages of intelligent transportation, Beidou navigation and location service in our city, further break through the fine traffic state perception technology and multi-source traffic data fusion technology, and establish a technical system of "vehicle-subgrade" global perception.

  5. Accelerate the transformation of intelligent road network. Deploy the pilot renovation project of intelligent road network, plan and build satellite ground augmentation stations, LTE-V2X and 5G-V2X roadside units, realize the intelligent interconnection of traffic road communication facilities, video monitoring facilities, traffic signals and traffic signs and markings, and have the global perception ability of road network to meet the complex needs of vehicle-road coordination. On the basis of the pilot, a number of mature intelligent road network technologies and products will be applied and popularized in the whole city, and the transformation of intelligent road network will be actively carried out to build a number of Internet roads.

  (3) Build a transportation cloud that meets the travel needs of megacities.

  6. Build a leading traffic brain in China. Integrate traffic big data resources, build urban traffic brains, and realize the refined management functions of traffic signals, traffic organization and traffic guidance in three major cities. Break through the common key technologies of large-scale intelligent networked car cloud access and cloud services, and develop a regional and global collaborative urban traffic intelligent decision-making cloud platform to improve the efficiency and safety of road traffic in the era of intelligent networked.

  7. Improve the smart travel service system. Focus on typical application scenarios, strengthen the ability of smart travel cloud services, vigorously develop the comprehensive travel information service industry, improve travel efficiency, strengthen the construction of information monitoring environment, and enhance citizens’ sense of access to efficient, convenient and safe travel. Break through the efficient service technology of intelligent networked vehicles, pilot a new generation of travel service mode, and cultivate a new format of intelligent transportation for the future. Improve the smart travel service system.

  (4) Take the lead in building the 5G car network

  8. Accelerate the construction of intelligent network communication infrastructure. Actively promote Beijing to become a key demonstration and application city of 5G car networking, and complete the construction of 5G car networking in key areas in 2020, forming a car networking service capability connecting cars and clouds. Integrate network operators, equipment providers, research institutes and other forces to form the interconnection standard of intelligent networked automobile intranet, inter-vehicle network and Internet. Support the research and development and industrialization of key networking equipment such as 5G car networking chips, communication base stations, roadside units and vehicle terminals.

  (E) Vigorously develop the high-precision map industry.

  9. Build a dynamic high-precision map basic data platform. To meet the application requirements of intelligent networked automobile advanced autopilot maps, we should integrate map service providers, automobile manufacturers, parts suppliers, infrastructure suppliers, scientific research institutes and traffic management data resources, promote the deep integration of Beidou high-precision positioning, multi-source auxiliary positioning and related new positioning and attitude determination technologies, and build a dynamic high-precision map basic data platform. Support map service providers to carry out personalized deep processing and customized applications based on the basic map data platform.

  10. Vigorously develop the high-precision map industry. Establish a high-precision map industry ecosystem including theoretical research, dynamic data collection, big data processing, data testing and certification, etc., form an automatic and standardized production capacity of high-precision 3D maps, promote the rapid update and accurate release of map data, and realize the multi-field application of high-precision maps. Promote relevant policy innovations to promote the development of high-precision maps, accelerate the ecological construction of high-precision map industry chain, and maintain the leading position of our city’s map industry in the era of intelligent networked vehicles.

  (6) Deploy the demonstration application of intelligent networking in advance.

  11. Steadily promote the demonstration application of self-driving manned operation. Establish and improve the manned test specification and somatosensory test evaluation system of the automatic driving closed test site. Study the credit evaluation mechanism of manned operation service enterprises, self-driving vehicles and passengers, and establish a platform for data information traceability and safety supervision of manned operation services. Set up a comprehensive demonstration area for autonomous driving, and support the manned trial operation service of mature self-driving vehicles in a fixed period of time, in a fixed area and in various modes under the premise of safety, controllability and supervision.

  12. Gradually promote the application of automatic driving of logistics and working vehicles. Accelerate the promotion of automatic logistics vehicles and automatic operation vehicles into the open road test management category of self-driving vehicles, and improve relevant management and technical specifications. Select a demonstration park with mature conditions at the right time, carry out the construction of intelligent road traffic system, realize the separate driving and time-sharing of self-driving logistics vehicles, special-purpose work vehicles and traditional motor vehicles, and carry out pilot demonstration of automatic logistics vehicles. According to the data accumulated in the test and pilot, the application scope will be gradually expanded.

  13. Expand the types of autopilot tests such as expressways and expressways. Accelerate the establishment of expressway scene test specifications for automatic driving closed test sites. Build a simulation test environment and carry out various types of road simulation tests on a large scale. Promote the construction of intelligent networking environment, monitoring and evaluation environment in Yanchong Expressway, Jingxiong Expressway, New Airport Expressway and other expressways, major urban loops, urban tie lines and other expressways, plan special lanes for intelligent networking, and study and carry out intelligent networking vehicle testing pilots on specified sections. Around the needs of specific scenes such as the Winter Olympics, tests such as autonomous driving, formation driving and ferry connection were carried out in Yanchong Expressway and service area to make technical preparations for the application of autonomous driving in the Winter Olympics. The city’s intelligent network road mileage reached 2000 kilometers.

  14 to carry out intelligent network traffic efficiency optimization demonstration application. Select the urban road area in the demonstration area, pave the video monitoring points with full coverage, comprehensively analyze the micro-dynamic and macro-trend of road traffic, realize efficiency applications such as signal light timing optimization, speed guidance, congestion reminder, and carry out comprehensive coordinated demonstration applications such as roadside parking guidance and charging, and automatic driving guidance for low-speed vehicles (sanitation vehicles, etc.). Piloting the construction of intelligent networked bus lanes, promoting the comprehensive application of "global perception+information interaction+collaborative control" technology in the field of public transportation, realizing accurate prediction of bus arrival time, and significantly improving bus traffic efficiency and ride experience. Using the free time of bus lanes, a number of bus lanes will be built into an experimental verification platform of intelligent network connection technology.

  15. Explore new technologies and models of future-oriented intelligent travel services. In the demonstration area, build a seamless networked transportation system, support travel service providers to carry out various demonstration applications of convenient travel, and provide one-stop intelligent travel services including time-sharing lease, smart bus, smart parking and end-to-end customized travel, forming a shared comprehensive transportation travel service system. Establish credit evaluation, data traceability and safety supervision mechanisms for enterprises and shared vehicle drivers and passengers in the travel field to provide security for smart travel services.

  Fourth, safeguard measures

  (A) to strengthen overall coordination

  The Beijing Intelligent Networking Automobile Industry Innovation and Development Promotion Group was established, with the main leaders of the municipal government as the team leader and the leaders in charge as the deputy team leader. The members were responsible comrades of the municipal development and reform commission, the municipal science and technology commission, the municipal economic and information bureau, the municipal planning and natural resources commission, the municipal transportation commission, the municipal intellectual property office, the municipal communications administration, the Zhongguancun Management Committee, the municipal public security traffic administration and other relevant government departments. The promotion team is responsible for the top-level design of industrial development, reviewing major innovation policies and major project construction matters, strengthening cross-departmental overall coordination, and solving policy bottlenecks encountered in innovation and development. Give play to the role of the existing self-driving open road test management mechanism, and actively and orderly guide enterprises to carry out new technology test and verification activities. Encourage Haidian District, Shunyi District, Beijing Economic and Technological Development Zone and other industrial clusters to introduce supporting policies and measures to form a differentiated and innovative development pattern with distinctive features and complementary advantages.

  (2) Increase financial support.

  Coordinate the channels of financial funds, give play to the role of various special funds, and increase support for the key technologies of intelligent networked vehicles, major industrialization projects, industrial basic platforms and intelligent transportation systems. Support the application and promotion in the fields of bus commuting, logistics and sanitation, rental cruise, shared travel, parks, scenic spots, airports and other areas, and support the construction of intelligent networked roads and information facilities in industrial clusters. Give play to the guiding role of government funds, attract social capital to jointly set up industrial funds, and promote the ecological innovation and development of intelligent networked vehicles and smart transportation industries. Actively connect with relevant national resources, strive for financial and policy support, and promote major projects such as technological innovation platforms, industrial innovation centers and demonstration bases to land in Beijing.

  (3) Optimize the development environment

  We will study and formulate standards and specifications for testing, evaluation, certification, access and operation of local intelligent networked vehicles, accelerate the release of the trial operation system for self-driving vehicles, and make Beijing the first city to apply intelligent networked vehicles. Support conditional industrial gathering areas and build intelligent networked automobile characteristic towns. Promote the open sharing of traffic big data by government departments and service providers, and provide data support services for technology research and development of autonomous driving enterprises. Accelerate the formulation of intelligent networked automobile group standards and local standards, and provide pioneering experience for the formulation of national standards. Strengthen the protection of intellectual property rights of intelligent networked vehicles and establish an open and shared intellectual property cooperative application mechanism.

  (D) innovative regulatory model

  Actively explore laws, regulations, systems and standards for vehicle management, traffic management and operation service management that meet the needs of intelligent networked vehicles. Strengthen the research on the analysis and judgment mechanism of intelligent network-connected automobile traffic accidents, and form the identification mechanism of intelligent network-connected automobile traffic accidents. Give play to the role of industry organizations and third-party institutions, and support the pilot service of intelligent networked automobile verification and testing and credit insurance.

  (E) to speed up personnel training.

  In view of the characteristics of the demand for compound talents in the intelligent networked automobile field, we will promote the exchange and cooperation of talents in the fields of automobile and artificial intelligence, information and communication, and the Internet, and strive to cultivate talents who are in short supply such as leading talents in science and technology, entrepreneurs, and compound talents. Encourage institutions of higher learning to set up intelligent networked automobile professional talent training programs, and carry out the docking of supply and demand between innovation subjects and talent training units.

  (6) Strengthen exchanges and cooperation.

  Joint national ministries and commissions jointly organized the annual World Intelligent Networked Automobile Conference to build a high-level, high-level and professional global industrial cooperation, exchange and exhibition platform. Strengthen publicity and improve the social cognitive awareness of intelligent networked vehicles. Encourage international advanced enterprises to carry out product research and development, manufacturing and demonstration applications in Beijing. Encourage enterprises and scientific research institutions in our city to carry out technical exchanges and cooperation with domestic and foreign industry organizations and leading enterprises, participate in the formulation of international standards, and enhance international influence.
